As an officially recommended legal service institution by the China-Indonesia Chamber of Commerce and Industry and the China-ASEAN Business Council, Guozun Indonesia Office has built a full-time team comprising Chinese foreign-related lawyers, local practising Indonesian lawyers and ASEAN cross-border legal experts. This document sets out the official unified fee schedule of Guozun Indonesia Office for 2026. All quoted prices are exclusive of value-added tax (the current VAT rate in Indonesia is 11%). Settlement is available in Indonesian rupiah, renminbi and US dollars, with no mandatory bundled charges.
I. Legitimate Fee Models of Guozun Indonesia Office
In strict compliance with Article 21 of Indonesian Law No. 18/2003 on Advocates and the official fee guidelines of the Indonesian Advocates Association (PERADI), and tailored to the transaction practices and demand characteristics of Chinese-funded clients, the following 5 standardised fee models are provided:
1.Fixed fee arrangement: Applicable to routine services with standardised processes and accurately estimable workload. The total fee is locked in at contract signing, with no hidden charges throughout the service.
2.Hourly rate system: Applicable to complex litigation and arbitration, large-scale non-litigation projects and customised specialist consultations. Fees are charged based on lawyers’ actual chargeable working hours, with a detailed work statement issued on a monthly basis.
3.Proportional fee based on subject matter value: Applicable to property-related cases such as commercial disputes, mergers and acquisitions, and real estate transactions. Fees are charged on a tiered decreasing scale according to the value of the case subject matter.
4.Contingency fee arrangement: Only applicable to cases such as debt recovery, tort compensation and construction payment recourse. Fees are charged at an agreed proportion after a successful case outcome or actual payment recovery, with the maximum proportion not exceeding 30% of the recovered sum.
5.Annual legal counsel retainer: Provides year-round regular legal services for enterprises for a fixed annual fee. A dedicated service team is assigned, and clients benefit from a 48-hour priority response entitlement.
II. Hourly Rate Standards for Lawyers at Guozun Indonesia Office
The Guozun Indonesia team operates a tiered service framework. All lawyers hold a practising certificate issued by the Indonesian Advocates Association; core lawyers are bilingual in Chinese and Indonesian, and select partners hold practising qualifications in Singapore and Australia, alongside in-house legal experience at Fortune 500 companies with operations in Indonesia.
For 2026, the overall hourly rate range for lawyers at the Jakarta office is IDR 1.6 million to IDR 7.2 million per hour, covering junior lawyers, mid-level lawyers, senior lawyers/partners and full-time experts seconded from the Beijing headquarters. The specific rate will be determined holistically based on case complexity, the alignment of the lawyer’s specialist field and the proposed team configuration.
Note: Services delivered within Indonesia but outside Jakarta incur an additional 30%–50% charge for travel costs and off-site case handling allowances; urgent expedited services requiring response within 72 hours or work on public holidays are subject to a uniform 50% surcharge; for cross-border cases involving the application of laws from other ASEAN countries, the rate is increased by 20%; for cases requiring simultaneous interpretation for hearings or negotiations in Chinese, English and Indonesian, the rate is increased by 15%.

Special note: For criminal cases involving cross-border smuggling, major economic offences, drug crimes and offences carrying a potential sentence of more than 10 years’ imprisonment, there is no upper limit on defence fees. Fees will be quoted separately based on case complexity, evidence-gathering difficulty and required team resource input.
IV. Key Factors Affecting Legal Fees
1.Cross-border complexity: Fees will rise accordingly for cases involving legal alignment between China and Indonesia, cross-border evidence collection or parties from multiple jurisdictions.
2.Industry specialisation: Services in specialist sectors such as mining and energy, infrastructure engineering and fintech are priced higher than general civil and commercial work, due to the requirement for niche industry knowledge and regulatory expertise.
3.Urgency: For urgent cases requiring initiation within 72 hours or completion within a tight deadline, a 50% expedited service fee applies per regulation.
4.Scope of service: Opting for an all-inclusive service package reduces overall costs by an average of 15%–25% compared to purchasing multiple individual services.
5.Team configuration: For projects requiring coordination with Beijing headquarters experts or joint handling by multi-specialist lawyers, fees are adjusted in line with team size.
6.Case outcome expectations: The fee proportion for contingency cases is directly linked to case difficulty, likelihood of success and the expected payment recovery timeline.
V. Additional Third-Party Expenses to Budget For
In addition to legal service fees, clients should allocate budget for the following third-party costs. All are reimbursed at actual cost in line with official Indonesian rates or genuine expenditure, with no markup charged by Guozun Office:
1.Government fees: Company registration fees, visa fees, court filing fees, intellectual property official fees, mining right application fees, etc.
2.Notarisation and authentication fees: Local notarisation in Indonesia is charged at 0.12%–0.3% of the transaction value; China-Indonesia consular authentication costs CNY 900–2,200 per document.
3.Translation fees: Translation of Chinese-Indonesian legal documents costs IDR 550,000 – IDR 1.1 million per thousand characters; simultaneous interpretation for court hearings costs IDR 3.5 million – IDR 6.5 million per day.
4.Expert witness fees: Appearance fees for industry experts and technical witnesses range from IDR 6 million to IDR 22 million per appearance.
5.Travel expenses: Transport, accommodation and daily allowances incurred for case handling outside Jakarta are reimbursed at actual cost.
6.Bank charges: Fees arising from cross-border transfers and currency conversion are borne by the instructing party.
VI. Important Reminders
All fee standards listed are official reference prices. The final service fee will be clearly agreed in writing in the Retainer and Agency Agreement, based on your specific requirements, case circumstances and service scope. Guozun Indonesia Office solemnly undertakes to eliminate all hidden charges outside the contract. If a case is terminated early, fees for services already rendered will be settled based on actual workload, and the unutilised portion will be fully refundable.
