How Much Does It Cost to Engage a Lawyer in Jordan? 2026 Updated Fee Schedule of GUOZUN CATHAY ASSOCIATES Jordan Office

GUOZUN CATHAY ASSOCIATES Jordan Office was officially established in March 2024 in the central business district of Amman, the capital of the Hashemite Kingdom of Jordan, with dedicated resident service points in the Aqaba Special Economic Zone, Irbid Industrial City and Zarqa Free Trade Zone. It serves as the core cross-border branch of GUOZUN for its footprint across the Middle East, North Africa and China-Arab cooperation markets.

The Jordan office has built a full-time team comprising Chinese foreign-related lawyers, locally practising Jordanian lawyers and Middle East cross-border legal experts. All core members have over 10 years of experience in two-way legal services between China and Jordan, with a sharp focus on high-frequency, high-demand practice areas for Chinese-funded enterprises in Jordan (energy and minerals, infrastructure construction, QIZ manufacturing, cross-border trade). We provide clients with full-chain, localised legal support from upfront compliance to post-stage dispute resolution.

This document sets out the official unified fee schedule of GUOZUN Jordan Office for 2026. All quoted prices are exclusive of value-added tax (the current VAT rate in Jordan is 16%). Settlement is available in three freely convertible currencies: Jordanian Dinar (JOD), Renminbi (CNY) and US Dollar (USD), with no mandatory bundled charges.

I. Legitimate Fee Models of GUOZUN Jordan Office

Our fee arrangements strictly comply with Article 45 of the Jordanian Lawyers Profession Law (Law No. 11/1972) and the 2025 revised official fee guidelines issued by the Jordan Bar Association: lawyer service fees shall not exceed 25% of the amount in dispute, and the maximum proportion for contingency fee arrangements shall not exceed 30% of the sum recovered.

Tailored to the transaction practices and demand characteristics of Chinese-funded clients, we offer the following five standardised fee models:

1.Fixed Fee Model – Applicable to routine services with standardised processes and accurately estimable workload (e.g. company registration, visa processing). The total fee is locked in at contract signing, with no hidden charges throughout the service period.

2.Hourly Rate Model – Applicable to complex litigation and arbitration, large-scale non-litigation projects and bespoke specialist consultations. Fees are charged based on the lawyer’s actual chargeable working hours, with a detailed work statement issued monthly. Unused hours may be carried forward.

3.Subject-Matter Proportion Model – Applicable to property-related cases such as commercial disputes, mergers and acquisitions, and real estate transactions. Fees are charged on a tiered, declining scale according to the value of the case, with a clear minimum fee threshold.

4.Contingency Fee Model – Only applicable to cases such as debt recovery, construction payment recourse and breach-of-contract compensation. Fees are charged at an agreed proportion only after the case is won or payment is actually recovered; only necessary case-handling costs are charged upfront.

5.Annual Retainer Model – Provides regular year-round legal advisory services for enterprises for a fixed annual fee. Clients are assigned a dedicated service team and benefit from 48-hour priority response, plus a 30% discount on ad-hoc specialist instructions.

II. Hourly Rate Standards for Lawyers at GUOZUN Jordan Office

The Jordan team operates a tiered service system. All lawyers hold practising certification from the Jordan Bar Association; core lawyers are bilingual in Chinese and Jordanian Arabic, and select partners hold admission to practise in Egypt, the United Arab Emirates and the United Kingdom, alongside in-house legal experience at major Chinese-funded overseas enterprises such as China Communications Construction and PowerChina.

For 2026, the overall hourly rate range for lawyers at the Amman office is 60–600 Jordanian Dinars per hour, covering junior lawyers, mid-level lawyers, senior lawyers/partners and full-time experts seconded from the Beijing headquarters.

The specific rate will be determined on a case-by-case basis, taking into account case complexity, the lawyer’s field specialisation fit, team configuration and service urgency, and will be expressly set out in the engagement contract.

Remarks

1.Services delivered within Jordan but outside Amman attract an additional 30%–50% surcharge for travel expenses and off-site case-handling subsistence.

2.Urgent expedited services requiring response within 72 hours or handling on public holidays are subject to a uniform 50% surcharge.

IV. Key Factors Affecting Legal Fees

1.Cross-border complexity – Cases involving Sino-Jordanian legal alignment, cross-border evidence gathering, multi-jurisdictional parties, or jurisdictional conflicts between religious and civil courts incur higher fees.

2.Industry specialisation – Services in niche fields such as energy and minerals, infrastructure and cross-border investment command higher fees than general civil and commercial work, due to the specialist industry knowledge and regulatory expertise required.

3.Urgency – Urgent instructions requiring commencement within 72 hours or completion to a tight deadline attract a 50% expedited service surcharge, in line with our standard terms.

4.Scope of service – End-to-end packaged instructions typically cost 15%–25% less overall than ad-hoc, piecemeal engagements.

5.Team configuration – Matters requiring input from Beijing headquarters experts, multi-disciplinary lawyer teams, or external industry/religious law experts will be priced accordingly based on team size and seniority.

6.Case outcome profile – The fee percentage under contingency arrangements is directly linked to case difficulty, likelihood of success and expected recovery timeline.

7.Regulatory approval complexity – Cases involving special industry licences, foreign investment approvals or government liaison will be priced according to the anticipated level of approval difficulty.

V. Additional Third-Party Fees to Budget For

In addition to professional legal fees, the following costs are reimbursed at actual outlay in line with official Jordanian rates or genuine expenditure. GUOZUN Jordan Office applies no markup on these items:

1.Government official fees – company registration fees, visa fees, court filing fees, intellectual property official fees, mining right application fees, investment commission filing fees, religious court fees, etc.

2.Notarisation and authentication fees – Local Jordanian notarisation is charged at 0.2%–0.3% of the transaction value; authentication by the Jordanian Ministry of Foreign Affairs is 50 JOD per document; authentication by the Chinese Embassy in Jordan is 100–300 USD per document.

3.Translation fees – 50–150 Jordanian Dinars per thousand words for Chinese–Arabic / Chinese–English–Arabic legal document translation; 300–600 Jordanian Dinars per day for simultaneous interpretation at court hearings.

4.Expert witness fees – 600–2,500 Jordanian Dinars per appearance for technical, engineering, tax and Shariah law experts.

5.Travel expenses – Transport, accommodation and daily subsistence for work outside Amman are reimbursed at actual cost, with a standard daily rate of 200–300 JOD.

6.Bank charges – Handling fees for cross-border transfers and currency conversion are borne by the client.

7.Other disbursements – Asset search fees, expert appraisal fees, valuation fees, publication fees and similar costs are charged as incurred.

Special Legal Notes on Jordan

1.Personal status matters in Jordan (marriage, inheritance, divorce) fall primarily under the jurisdiction of religious courts. Different religious communities are governed by distinct laws, and case processing timelines are typically lengthy.

2.Jordan operates foreign exchange controls. The cross-border movement of large sums requires prior approval from the Central Bank of Jordan.

3.China and Jordan signed the Treaty on Judicial Assistance in Civil and Commercial Matters in 1995, which provides a framework for the mutual recognition and enforcement of court judgments and arbitral awards.

We recommend a complimentary 15-minute preliminary consultation with a lawyer from GUOZUN Jordan Office prior to formal instruction. We will provide you with a bespoke case assessment report and a tailored, itemised quotation.
