This document sets out the official unified fee schedule of the GUOZUN Oman Office for 2026. All quoted rates are exclusive of value-added tax (VAT), which is levied at a standard rate of 5% in the Sultanate of Oman. Payments may be settled freely in three currencies: Omani Rial (OMR), Renminbi (CNY) and US Dollar (USD), with no mandatory bundled charges.

 

I. Authorised Fee Models

 

In strict adherence to the Omani Lawyers’ Profession Law (Royal Decree No. 108/96) and the practice regulations and fee guidelines issued by the Oman Bar Association, and tailored to the transaction practices and requirements of Chinese clients, we offer five standardised fee models, all fully compliant with local regulatory requirements for legal practice:

 

1.Fixed Fee Model

 

Applicable to routine services with standardised workflows and predictable workloads. The total fee is agreed and fixed at the point of instruction, with no hidden charges throughout the engagement. It covers standardised matters including company incorporation, routine contract review, visa processing and intellectual property registration.

 

2.Hourly Rate Model

 

Applicable to complex litigation and arbitration, large-scale non-contentious projects and bespoke specialist consultancy. Fees are calculated based on the chargeable hours worked by the instructed lawyers, with a detailed monthly work statement provided to enable full transparency of tasks undertaken and time spent.

 

3.Proportional Fee (By Subject Matter Value)

 

Applicable to property-related cases such as commercial disputes, merger and acquisition (M&A) restructuring, and real estate transactions. Fees are charged on a tiered, degressive scale relative to the value of the subject matter, in line with prevailing practice in Oman’s commercial legal services sector.

 

4.Contingency Fee Model

 

Available only for property-related cases (including debt recovery, tort compensation and construction payment claims) where permitted under Omani legal practice rules. Fees are charged at an agreed proportion of the sum recovered upon successful resolution or actual payment recovery, with the maximum proportion capped at 30% of the recovered amount.

 

5.Annual Legal Retainer

 

Provides enterprises with ongoing, year-round legal support for a fixed annual fee. Retainer clients are assigned a dedicated Chinese-Arabic bilingual service team with a 48-hour priority response guarantee, covering compliance requirements across all aspects of daily business operations.

 

II. Hourly Rate Structure

 

All lawyers in the GUOZUN Oman team are admitted to practice by the Oman Bar Association. Core practitioners are fluent in Chinese, English and Arabic, while a number of partners hold practising certificates in multiple jurisdictions including the UAE, Saudi Arabia and the United Kingdom, with extensive track records in large-scale energy and infrastructure projects. A tiered service framework is in place to match client needs appropriately.

 

For 2026, hourly rates at the GUOZUN CATHAY ASSOCIATES Oman Office range from 90 OMR to 450 OMR per hour, covering all service tiers: junior lawyers, intermediate lawyers, senior lawyers / local partners, and specialists seconded from the Beijing headquarters / international partners. The final applicable rate will be determined on a case-by-case basis, taking into account matter complexity, lawyer specialism, project location and the required team configuration.

 

Notes:

An additional 30%–50% surcharge applies for work conducted within Oman but outside Muscat, to cover travel costs and off-site attendance allowances.

A uniform 50% surcharge applies for 72-hour emergency response or expedited services required on public holidays.

Rates are increased by 20% for cross-border matters involving the application of laws of other GCC member states.

Rates are increased by 15% for cases requiring simultaneous interpretation across Chinese, English and Arabic during hearings or negotiations.

Rates are increased by 10%–20% for matters involving specialist application of Islamic Sharia law, depending on technical complexity

IV. Key Factors Determining Legal Fees

 

1.Jurisdictional & Legal Complexity

 

Fees are higher for matters involving divergent rules between special economic zones (such as Duqm) and mainland Oman, dual China-Oman legal jurisdiction coordination, cross-border evidence collection, or multi-jurisdictional parties.

 

2.Industry Specialisation

 

Services in highly specialised sectors such as oil and gas, green hydrogen, infrastructure and Islamic finance are priced higher than general civil and commercial work, reflecting the required industry-specific knowledge, regulatory expertise and hands-on project experience.

 

3.Compliance & Case Difficulty

 

Fees are adjusted upwards based on complexity for matters involving Omanisation requirements, foreign investment restrictions, specialist Sharia law applications, or material cross-border compliance risks.

 

4.Urgency

 

A 50% expedited service surcharge applies, as set out above, for urgent matters requiring commencement within 72 hours, completion to a tight deadline, or handling during public holidays.

 

5.Service Scope & Engagement Model

 

An all-inclusive annual legal retainer typically delivers 15%–25% cost savings compared to instructing multiple discrete services on an ad-hoc basis.

 

6.Team Configuration

 

Fees vary with team size and seniority, particularly for projects requiring input from Beijing-based specialists, cross-practice lawyer teams, or dedicated trilingual client teams.

 

7.Outcome Profile

 

For contingency fee engagements, the applicable percentage is directly linked to case difficulty, likelihood of success, expected recovery timeline and enforcement complexity.

 

V. Additional Third-Party Costs to Budget For

 

In addition to professional legal fees, the following third-party costs are charged at actual cost, in line with official Omani rates or verified expenditure, with no mark-up:

1.Government Fees

 

Including company registration fees, commercial filing fees, visa fees, court filing fees, arbitration fees, IP official fees, energy/mineral concession application fees, land use right related charges, etc.

2.Notarisation & Authentication Fees

 

Local Omani notarisation is charged at 0.1%–0.25% of the transaction value. Hague Apostille services are charged per document, and China-Oman consular authentication costs 800–2,000 RMB per document. All are reimbursed at official rates.

 

3.Translation Fees

 

Chinese-Arabic legal document translation costs 35 OMR – 70 OMR per thousand words; simultaneous interpretation for hearings across Chinese, English and Arabic costs 220 OMR – 400 OMR per day. Charges are based on actual usage.

 

4.Expert Witness Fees

 

Fees for industry experts, technical witnesses and judicial appraisal bodies range from 380 OMR to 1,400 OMR per appointment, reimbursed at actual cost.

 

5.Travel Expenses

 

Transport, accommodation and daily off-site attendance allowances for work outside Muscat are reimbursed on an actual-cost basis.

 

6.Bank Charges

 

Fees incurred from cross-border transfers and currency conversion are borne by the instructing client.

 

7.Other Third-Party Fees

 

Fees for third-party professional service providers such as environmental assessors, auditors and due diligence firms are reimbursed at actual contracted cost.
