The office has built a bilingual, bicultural Chinese-English professional team with both China cross-border legal service experience and valid practising qualifications in New Zealand. All core practitioners hold over 10 years of hands-on dual-jurisdiction experience across China and New Zealand, with deep adaptation to New Zealand’s common law system and regulatory requirements. This document sets out the official unified fee benchmark for 2026 published by GUOZUN CATHAY ASSOCIATES New Zealand Office. All quoted fees are exclusive of New Zealand Goods and Services Tax (GST), which applies at the current statutory rate of 15%. Settlement may be made freely in New Zealand Dollars (NZD), Renminbi (CNY) or US Dollars (USD). The final service charge shall be subject to the written retainer agreement executed by both parties.

 

1. Compliant Fee Models and Applicable Scenarios

 

All charging practices of this office strictly comply with the Lawyers and Conveyancers Act 2006 of New Zealand and the Practice Costs and Client Relations Guidelines issued by the New Zealand Law Society. Taking into account the practical customs of Chinese entities for cross-border services, five standardised compliant fee models are established, fully aligned with New Zealand judicial regulatory requirements and international commercial legal service conventions.

 

1.1 Fixed Fee Model

 

This model applies to legal matters with standardised service processes and workloads that can be accurately determined in advance. The total service fee and scope of services are locked upon contract signing, with no additional charges outside the contractual scope. Core applicable scenarios include establishment of local New Zealand commercial entities and basic information changes, review of standard commercial contracts, routine visa applications, basic compliance filings, routine intellectual property registration and other process-based matters.

 

1.2 Hourly Rate Model

 

This model applies to legal matters with dynamically adjusted service content, high case complexity and customised service solutions. Fees are settled based on the actual effective working hours of lawyers, with detailed monthly time statements provided to the client for full traceability and verifiability throughout the service process. Core applicable scenarios include major cross-border M&A projects, complex commercial dispute resolution, customised compliance system build-out, dedicated regulatory inspection response, and representation in complex litigation and arbitration cases.

 

1.3 Tiered Fee Based on Subject Matter Value

 

This model applies to high-value commercial legal matters involving property disposal, with fees calculated on a tiered proportional basis according to the value of the entrusted subject matter, in line with general practice in New Zealand’s high-end commercial legal service sector. Core applicable scenarios include cross-border equity and asset M&A, high-value asset transactions, commercial claims and recoveries, investment and financing projects and other property-related mandates.

 

1.4 Contingency Fee Model (Win/Recovery Basis)

 

Within the framework permitted by New Zealand legal practice regulations, this model applies exclusively to cases such as commercial debt collection, tort damage claims and contract breach recovery. Fees are charged only upon the client’s actual receipt of recovered funds or issuance of a valid and enforceable judgment in its favour. The maximum fee ratio shall not exceed 25% of the actual amount recovered or value of the interest realised.

 

1.5 Annual General Counsel Retainer Model

 

This model provides year-round, full-scenario ongoing legal support for enterprises, charged as a fixed annual service fee. A dedicated Chinese-English bilingual service team is assigned, with a commitment to prioritised response within 48 hours. The service scope covers compliance review, risk prevention and control, legal consultation and basic dispute handling throughout the enterprise’s daily operations.

 

 

2. Hourly Rate Benchmarks by Lawyer Seniority

 

All practising lawyers at GUOZUN CATHAY ASSOCIATES New Zealand Office hold valid practising certificates issued by the New Zealand Law Society. The core team is proficient in the application of legal rules across both Chinese and New Zealand jurisdictions, providing seamless Chinese-English bilingual services. Senior partners hold admission to practise in multiple Commonwealth jurisdictions and have end-to-end experience leading cross-border projects.

 

For 2026, hourly rates are set on a tiered basis across all lawyer levels, with benchmark ranges and corresponding service scopes set out below. The final confirmed rate shall be determined comprehensively based on factors including case complexity, practice area alignment, project urgency and service team configuration.

 

2.1 Junior Practising Lawyers

 

Admitted to practise in New Zealand for less than 2 years, primarily responsible for basic legal services including drafting of standard documents, handling of routine matters and evidence collation. 2026 benchmark hourly rate: NZD 190 – NZD 280 per hour

 

2.2 Mid-level Specialist Lawyers

Admitted to practise in New Zealand for over 8 years, with multi-jurisdictional Commonwealth practice experience, primarily responsible for high-end legal services including leading major projects, handling complex cases and formulating core strategy. 2026 benchmark hourly rate: NZD 430 – NZD 650 per hour

 

2.4 Cross-border Specialists from Beijing Head Office

 

Senior cross-border lawyers from the Chinese head office with over 15 years of experience in China-New Zealand cross-border legal services, primarily responsible for dual-jurisdiction rule alignment, cross-border project coordination and specialist Chinese law support. 2026 benchmark hourly rate: NZD 380 – NZD 580 per hour

 

2.5 Additional Charging Provisions

 

1.For work conducted outside New Zealand (including South Pacific island nations, Australia and mainland China), a travel and fieldwork allowance of 25% to 50% shall be added, determined by geographic distance and itinerary arrangements.

2.A 50% urgent service surcharge shall apply uniformly to services requiring commencement within 48 hours, and work conducted on statutory public holidays or outside standard working hours.

3.A 20% rate uplift shall apply to cross-border cases involving South Pacific multi-jurisdictional coordination and simultaneous proceedings in both Chinese and New Zealand jurisdictions.

4.A 15% rate uplift shall apply to dedicated bilingual simultaneous interpretation for New Zealand court or arbitration hearings and supporting bilingual document services.

5.A 10% to 20% rate uplift shall apply to matters in highly regulated areas including OIO foreign investment approval, financial regulatory compliance and anti-money laundering mandates.

4. Key Factors Determining Final Fees

 

The fee standards set out in this document represent official benchmark reference ranges. The final fee for any specific legal service shall be determined comprehensively based on the following core factors:

1.Dual-jurisdiction compliance complexity: Fees shall be uplifted according to complexity for matters involving simultaneous application of Chinese and New Zealand legal rules, cross-border evidence gathering, multi-party cross-border coordination and procedural alignment across multiple jurisdictions.

2.Industry professional barriers: Fees for highly regulated, high-barrier areas such as OIO foreign investment approval, agricultural sector access, financial regulation, anti-money laundering and data compliance shall be higher than for basic civil and commercial legal services.

3.Case and project difficulty: Fees shall be dynamically adjusted for matters including major litigation and arbitration, complex cross-border enforcement, dedicated regulatory response and resolution of long-standing issues, based on handling difficulty.

4.Service response urgency: For matters requiring urgent commencement, or handling on public holidays or outside working hours, urgent service surcharges shall apply strictly in accordance with the benchmark rules, with no scope for negotiation.

5.Service cooperation model: Compared with single-service engagement, overall costs for packaged annual general counsel retainers and combined multi-practice mandates may be reduced by 15% to 25%.

6.Service team configuration: For matters handled jointly by multi-disciplinary experts, with Beijing head office cross-border coordination and dedicated bilingual team support, applicable fee rates shall be aligned with the team configuration.

7.Case performance risk: For contingency fee matters, the final fee ratio shall be directly linked to case success probability, recovery difficulty, service duration and enforcement risk.

 

5. Notes on Third-party Costs

 

The following costs do not form part of legal service fees. They shall be reimbursed at actual cost in accordance with official New Zealand statutory rates or the actual charges levied by third-party institutions. This office charges no agency premium or intermediary fee in this regard.

1.Statutory government fees: Including official fees charged by New Zealand government authorities, such as company registration fees, OIO application fees, visa application fees, court filing fees, arbitration fees, IP official fees and industry licence registration fees.

2.Notarisation and authentication fees: Including fees for local New Zealand notarisation, apostille authentication and China-New Zealand consular authentication, settled in line with official rates of notarial bodies and diplomatic missions.

3.Professional translation fees: Including fees for Chinese-English translation of legal documents, hearing simultaneous interpretation and certified document translation, settled per assignment or per word count in accordance with New Zealand translation industry standards.

4.Third-party professional service fees: Including fees charged by external providers for judicial expertise, industry expert consultation, third-party due diligence, auditing, valuation and compliance testing, settled at actual expenditure.

5.Travel and fieldwork expenses: Transport, accommodation and fieldwork allowance incurred for case handling within and outside New Zealand, reimbursed at actual cost against valid receipts.

6.Financial related fees: Bank charges and exchange losses arising from cross-border transfers and currency conversion shall be borne by the client.

7.Other third-party fees: Other legitimate fees incurred during the handling of the entrusted matter that are not charged by this firm, settled at actual expenditure.

All core terms including the final legal service fee, scope of services, and respective rights and obligations of the parties shall be governed by the formal written retainer agreement signed between the client and this office.
