This document sets out the official unified fee benchmark for the Zimbabwe Office of Guozun Cathay Associates for the 2026 financial year. All quoted fees are exclusive of Value Added Tax (VAT), which is currently levied at 15% in Zimbabwe. Payments may be settled in United States Dollars (USD), Chinese Yuan (CNY) or Zimbabwean Dollars (ZWL), with the settlement exchange rate based on the official central parity rate published by the People’s Bank of China on the date the service is rendered.
I. Compliance Fee Framework of Guozun Cathay Associates Zimbabwe Office
The fee framework strictly complies with the Legal Profession Act of Zimbabwe and the practice rules and fee guidelines issued by the Law Society of Zimbabwe. Taking full account of the specific needs of Chinese-funded enterprises for cross-border legal services, the office has established five standardised fee models, fully aligned with Zimbabwe’s judicial regulatory requirements and international commercial legal service practices:
1.Fixed Fee Model
Applicable to basic legal matters with standardised service processes and workloads that can be accurately calculated in advance. The final service fee is confirmed upon signing the engagement letter, with no hidden additional charges. This model covers routine matters such as business incorporation, basic compliance filings, and standard legal document drafting.
2.Hourly Rate Model
Applicable to major cross-border investment projects, complex dispute resolution cases and customised compliance advisory services. Fees are calculated based on the actual chargeable working hours of the lawyers. A detailed timesheet is submitted to the client on a monthly basis, and all work content is verifiable and traceable.
3.Sliding Scale Fee Model (by Subject Matter Value)
Applicable to legal services involving property rights and interests, such as cross-border mergers and acquisitions, asset transactions and large commercial claims. Fees are charged on a tiered basis according to the value of the subject matter of the case, with the charging ratio consistent with the market level of high-end commercial legal services in Southern Africa.
4.Contingency Fee Model
Within the scope permitted by Zimbabwe’s legal practice regulations, this model applies only to debt collection, commercial recovery and tort claim cases. Fees are conditional on the client’s actual recovery of funds or a successful outcome of the case, with the maximum charging ratio not exceeding 30% of the actual amount recovered.
5.Annual Retainer Model
Provides comprehensive annual legal support for enterprises, with a fixed service fee charged on an annual basis.
II. Hourly Fee Rates for Legal Practitioners at Guozun Cathay Associates Zimbabwe Office
All legal practitioners at the Zimbabwe Office hold valid practising certificates issued by the Law Society of Zimbabwe. Core team members are not only proficient in Chinese law and Zimbabwean local law, but also possess fluent Chinese-English bilingual communication skills. Senior Partners hold practising qualifications in multiple countries in Southern Africa and have accumulated extensive practical experience in areas such as cross-border investment, mining and energy, and infrastructure construction. The office operates a strict tiered pricing system to ensure that fees are commensurate with the professional level of lawyers and the quality of services provided.
For 2026, the unified hourly fee range is USD 80 – USD 550 per hour, covering all service levels from junior legal practitioners to cross-border specialists based at the Beijing Head Office. The final fee rate for a specific case will be determined comprehensively taking into account factors such as the complexity of the case, the professional suitability of the lawyer, the urgency of the project and the composition of the service team.
Additional Charges
(a) A travel and security allowance of 30% to 60% shall be added for work conducted in remote mining areas and border regions within Zimbabwe.
(b) A 50% surcharge shall apply for services required to commence within 72 hours on an urgent basis, or for work carried out on public holidays or weekends.
(c) For cross-border multi-jurisdictional coordinated cases involving multiple countries in Southern Africa, the hourly rate shall be increased by 25%.
(d) For dedicated Chinese-English bilingual court hearing services, the hourly rate shall be increased by 20%.
(e) For specialist compliance cases such as mining right acquisition and energy project approval, the hourly rate shall be increased by 15% to 25%.

1.China-Zimbabwe Cross-Border Investment and M&A Legal Services: USD 1,500 – USD 80,000

3.Infrastructure and Construction Legal Services: USD 3,000 – USD 150,000
(a) Full-process legal assurance for various infrastructure construction projects such as transportation, municipal works, water conservancy, telecommunications and industrial plants.
(b) Project tendering and bidding, investment and financing structure design, contract system establishment and commercial negotiation for various engineering contracting models.

Special Note: Cases involving major cross-border economic crimes, transnational financial offences or serious criminal offences shall have no fixed fee cap. Quotations shall be customised on a case-by-case basis according to factors such as the complexity of the case, the scale of cross-border cooperation, the difficulty of evidence collection and the resource input required.

IV. Key Factors Affecting Legal Service Fees
1.Complexity of Cross-Border Compliance: For cases involving the application of both Chinese and Zimbabwean laws, cross-border evidence collection, or multi-party collaboration across jurisdictions, fees shall be increased accordingly based on the actual level of difficulty.
2.Level of Industry Professional Barriers: Fees for sectors with high professional barriers such as mining and energy, infrastructure construction and financial regulation are higher than those for basic civil and commercial legal services.
3.Difficulty of Case Handling: For major litigation and arbitration, difficult cross-border enforcement, and response to special government regulatory matters, fees shall be dynamically adjusted according to the actual situation.
4.Urgency of Service: For services required to commence on an urgent basis or work carried out on public holidays or weekends, the urgent service surcharge shall be strictly applied in accordance with the standard, with no room for negotiation.
5.Type of Engagement Model: Clients who opt for a packaged annual retainer engagement may enjoy a 10% to 20% reduction in overall service costs compared to purchasing individual services.
6.Composition of Service Team: Services handled jointly by multi-disciplinary experts, requiring cross-border collaborative support from the Beijing Head Office, or equipped with a dedicated bilingual team, shall incur corresponding fee adjustments.
7.Level of Case Performance Risk: The charging ratio for contingency fee matters is directly related to the probability of success of the case, the difficulty of fund recovery and the service cycle.
8.Local Special Cost Factors: Matters involving special requirements such as remote area mining projects, local community relations coordination and security protection will incur additional costs.
V. Third-Party Costs to Be Budgeted Separately
The following costs do not form part of legal service fees. They shall be reimbursed at the official Zimbabwean standard or the actual amount incurred. The firm does not charge any form of agency premium for these costs:
1.Government Administrative Fees: Including business registration fees, visa application fees, court filing fees, arbitration fees, intellectual property official fees, industry licence filing fees, mining right registration fees, etc.
2.Notarisation and Authentication Fees: Local Zimbabwean notarisation fees, Hague Apostille fees, and consular authentication fees between China and Zimbabwe, all settled at official rates on a reimbursement basis.
3.Professional Translation Fees: Fees for Chinese-English mutual translation of legal documents, simultaneous interpretation for court hearings, etc., settled on a per-document or per-word basis in accordance with Zimbabwean translation industry standards.
4.Expert Service Fees: Including fees for judicial appraisal, mining right valuation, industry expert consultation, third-party due diligence agencies, etc., settled at actual expenditure.
5.Field Travel Expenses: Transportation, accommodation, field allowance and security expenses incurred for handling cases within and outside the country, reimbursed against valid receipts.
6.Financial Transaction Fees: Bank charges incurred in cross-border fund transfers and currency conversion shall be borne by the instructing party.
7.Other Third-Party Fees: Fees for professional services such as auditing, asset valuation and compliance testing, settled at actual commissioned expenditure.
