All quoted prices are exclusive of value-added tax (the current VAT rate in Israel is 17%). Settlement is available in three currencies: Israeli New Shekel (ILS), US Dollar (USD) and Renminbi (CNY).
I. Compliant Fee Models of GUOZUN CATHAY ASSOCIATES Israel Office
Our fee framework fully complies with the Israeli Lawyers Law, 1961 and the industry fee regulations of the Israel Bar Association. Tailored to the characteristics of China-Israel cross-border client services, we have established five standardised billing methods with full compliance and transparency throughout the engagement:
1.Fixed Package Fee – Applicable to standardised non-litigious matters. The fee is confirmed in writing on a one-off basis with no additional charges during the service period. It covers standardised services such as company incorporation, basic document review and qualification filing.
2.Hourly Service Billing – Applicable to special compliance consultations, complex case assessment and customised project services. Fees are charged based on the effective working hours of lawyers, with detailed time sheets and service reports provided on a monthly basis for full auditability.
3.Tiered Fee Based on Subject Matter Value – Applicable to property-related commercial disputes, asset mergers and acquisitions, and high-value transactions. Fees are calculated on a progressive degressive basis against the value of the disputed or transacted subject matter, in line with common practice for Israeli commercial services.
4.Success-Based Contingency Fee – Applicable only to debt recovery and tort claim cases within the scope of compliance. Fees are charged conditional on the success of the case or recovery of funds, with the charging ratio not exceeding 25% of the total amount recovered. No contingency fee is charged if no favourable outcome is achieved.
5.Annual Legal Retainer Fee – Provides enterprises with year-round regular compliance trusteeship for a fixed annual service fee. A dedicated bilingual service team is assigned with a 48-hour rapid response mechanism, covering all-dimensional legal needs in daily business operations.
II. Tiered Hourly Fee Schedule of GUOZUN CATHAY ASSOCIATES Israel Office
We operate a tiered pricing system for lawyers. All practising personnel are registered with the Israel Bar Association, covering four tiers: Junior Associates, Senior Associates, Local Partners, and Experts Seconded from China Headquarters, to meet the needs of cases with varying degrees of complexity.
2026 hourly fee benchmark range: 150 ILS – 620 ILS per hour. The final rate is comprehensively determined based on the professional field of the case, urgency, and cross-border coordination requirements, with no mandatory unified pricing.
Supplementary Billing Rules
A travel allowance of 20%–40% is added for off-site case handling outside Tel Aviv (Jerusalem, Haifa, Beersheba, etc.).
A 50% rush fee applies to 48-hour urgent services and case handling on statutory holidays.
For cases involving the application of Jewish law, defence export control, or multi-jurisdictional coordination, the rate will be increased by 15%–30%.

IV. Key Factors Affecting Legal Fees
1.Complexity of Jurisdiction and Applicable Law – Fees will increase accordingly for cases involving special regulation of Israeli sci-tech special zones, coordination of Chinese and Israeli dual jurisdictions, special application of Jewish law, or cross-border evidence collection.
2.Industry Specialisation – Services in high-barrier sectors such as defence export control, life sciences and high-tech investment and financing are charged higher than ordinary civil and commercial services due to the requirements for exclusive industry knowledge and regulatory experience.
3.Compliance and Case Difficulty – Fees will be adjusted according to the complexity of matters involving foreign investment access restrictions, international sanctions compliance and major cross-border risks.
4.Urgency – A 50% rush service fee will be charged in accordance with regulations for urgent cases that need to be initiated within 48 hours or completed within a time limit, and matters handled on an expedited basis during holidays.
5.Service Scope and Procurement Model – Choosing an annual all-inclusive legal retainer service saves an average of 15%–25% of overall costs compared to purchasing multiple services separately.
6.Team Configuration – Fees for projects requiring coordination of experts from the Beijing headquarters, joint handling by multi-practice lawyers, or a dedicated trilingual service team will be adjusted according to team size and personnel tiers.
7.Case Outcome Expectation – The charging ratio for contingency fee cases is directly related to case difficulty, probability of success, payment recovery cycle and enforcement difficulty.
V. Additional Third-Party Fees to Be Budgeted
In addition to legal service fees, the following third-party fees are reimbursed at actual cost in accordance with official Israeli standards or actual expenditure, with no additional service charges:
1.Government Fees: Company incorporation fees, commercial filing fees, visa fees, court litigation fees, arbitration fees, IP official fees, industry licence application fees, etc.
2.Notarisation and Certification Fees: Israeli local notarisation is charged at 0.1%–0.3% of the transaction subject matter value; Apostille certification and China-Israel consular certification are reimbursed at official rates.
3.Translation Fees: Chinese-Hebrew legal document translation is charged at 40 ILS – 75 ILS per thousand words; simultaneous interpretation for court hearings in Chinese, English and Hebrew is charged at 230 ILS – 420 ILS per day, settled based on actual occurrence.
4.Expert Witness Fees: Fees related to technical experts and forensic appraisal institutions range from 400 ILS to 1,500 ILS per session, settled based on actual expenditure.
5.Travel Expenses: Transportation, accommodation and daily off-site case handling allowances incurred for case handling outside Tel Aviv are reimbursed at actual cost.
6.Bank Charges: Handling fees arising from cross-border transfers and currency exchange shall be borne by the principal.
7.Other Third-Party Fees: Professional service fees of audit firms, due diligence agencies, environmental assessment agencies and other institutions are reimbursed at actual entrustment expenditure.

All fee standards in this document are official reference benchmark prices for 2026. The final service fee will be expressly agreed in writing in the Retainer Agreement based on your specific needs, case circumstances, service scope and project complexity. All fees are subject to the supervision of the Israel Bar Association and remain fully open and transparent throughout the engagement.
