Officially launched in 2023 in Singapore’s Central Business District, the Singapore Office of GUOZUN CATHAY ASSOCIATES serves as the firm’s flagship practice supporting Chinese enterprises in their Southeast Asian expansion and the development of cross-border Asia-Pacific operations. The office brings together elite Chinese cross-border lawyers, Singapore-qualified practising lawyers, and Asia-Pacific cross-border legal experts to form a dedicated service team. Core team members each have over 10 years of experience in China-Singapore bilateral legal services, and are deeply attuned to Singapore’s international business environment and stringent regulatory framework. Focused on the core needs of Chinese enterprises investing in Singapore – including cross-border commercial matters, compliance and risk control, and dispute resolution – the office provides end-to-end, full-lifecycle professional legal services compatible with both jurisdictions.

This document sets out the official unified fee schedule of the GUOZUN CATHAY ASSOCIATES Singapore Office for 2026. All quoted fees are exclusive of Goods and Services Tax (GST), which is currently levied at 9% in Singapore. Settlement is available in three currencies: Singapore Dollars (SGD), Renminbi (CNY), and US Dollars (USD).

I. Lawful Fee Arrangements of the GUOZUN CATHAY ASSOCIATES Singapore Office

In strict compliance with Singapore’s Legal Profession Act, as well as the practice rules and fee guidelines of the Law Society of Singapore, and taking into account the cross-border service conventions of Chinese enterprises, the office has established five standardised fee arrangements that fully align with Singapore’s judicial regulatory requirements and international commercial service standards:

1.Fixed Fee Arrangement

Applicable to routine legal services with established processes and precisely quantifiable workloads. The total fee is locked in upon contract signing with no subsequent add-on charges, covering standardised matters such as corporate commercial registration, basic compliance filings, and standard document processing.

2.Hourly Rate Arrangement

Applicable to major cross-border projects, complex dispute cases, and customised compliance advisory services. Fees are charged based on the billable hours of legal practitioners, with detailed monthly time records provided for full auditability and traceability throughout the engagement.

3.Ad Valorem Fee Arrangement

Applicable to pecuniary matters such as cross-border mergers and acquisitions, asset transactions, and high-value commercial claims. Fees are charged on a tiered basis according to the value of the subject matter, in line with prevailing practices in Singapore’s high-end commercial legal services sector.

4.Contingency Fee Arrangement

Operating within the framework of Singapore’s legal practice regulations, this arrangement applies exclusively to debt recovery, commercial indemnity, and tort claim cases. Fees are payable only upon successful recovery of funds or a favourable judgment, with the fee ratio capped at 25% of the actual amount recovered.

5.Annual Retainer Arrangement

Provides enterprises with comprehensive year-round legal support for a fixed annual service fee. A dedicated bilingual (Chinese-English) team is assigned, with a 48-hour priority response window, covering all dimensions of compliance and risk prevention and control in daily business operations.

II. Hourly Rate Schedule for Lawyers at the GUOZUN CATHAY ASSOCIATES Singapore Office

All lawyers at the GUOZUN CATHAY ASSOCIATES Singapore Office hold valid practising certificates issued by the Law Society of Singapore. The core team possesses expertise in the application of laws across both Chinese and Singaporean jurisdictions, and delivers seamless bilingual (Chinese-English) services. Senior partners hold practising qualifications across multiple Commonwealth jurisdictions, with deep specialisation in core areas such as cross-border investment, international commerce, and compliance and regulation. A tiered pricing system is implemented.

A. Standard Tiered Hourly Rates

The unified hourly rate range for 2026 is SGD 210 – SGD 680 per hour, covering all personnel tiers: junior practising lawyers, mid-level specialist lawyers, senior partners, and cross-border experts from the Beijing headquarters. The final applicable rate is determined based on case complexity, professional specialisation fit, project urgency, and team configuration.

2.A 50% expedited service fee applies for 48-hour urgent response requests or work carried out on public holidays.

IV. Key Factors Affecting Legal Fees

1.Cross-border compliance complexity: Fees are uplifted based on difficulty for cases involving dual-jurisdiction (China-Singapore) law application, cross-border evidence collection, or multi-party collaboration across multiple countries.

2.Industry professional barriers: Fees for highly specialised areas such as financial regulation, cross-border investment, and intellectual property are higher than those for basic civil and commercial legal services.

3.Case handling difficulty: Fees are dynamically adjusted for major litigation and arbitration cases, complex cross-border enforcement matters, and special regulatory response assignments.

4.Service urgency: Expedited service fees are strictly applied in accordance with the schedule for urgent engagement commencement or holiday work, with no room for negotiation.

5.Cooperation and procurement model: Bundled annual retainer cooperation reduces overall costs by 15%–25% compared to separate service procurement.

6.Service team configuration: Fees are adjusted accordingly for cases handled by a joint panel of experts, with cross-departmental coordination from the headquarters, or supported by a dedicated bilingual team.

7.Case performance risk: The fee ratio for contingency fee arrangements is directly linked to the probability of success, difficulty of fund recovery, and service duration.

V. Third-Party Expenses Requiring Separate Budget Allocation

The following expenses are separate from legal service fees and are reimbursed on an actual-cost basis in accordance with official Singaporean standards or actual disbursements. Our firm charges no markup for handling these items on behalf of clients:

1.Government statutory fees: Including corporate registration fees, visa application fees, court filing fees, arbitration fees, intellectual property official fees, and licence filing fees.
