GUOZUN CATHAY ASSOCIATES’ Philippines office was duly established and officially commenced operations in Manila, the capital of the Philippines, in April 2025. It serves as a key strategic hub of Guozun’s global legal service network in Southeast Asia, delivering legal services covering the entire territory of the Philippines. The office is staffed with a team of dual-qualified professional lawyers proficient in both Chinese and Philippine laws. Core team members have been deeply rooted in the local legal market for many years, with thorough knowledge of the Philippine legislative framework, judicial procedures and regulatory policies. Focusing on core legal requirements of Chinese-funded enterprises for their Philippine operations — including cross-border investment, infrastructure projects, compliance management and cross-border disputes — the office provides professional legal services that are localised, full-cycle and supported by dual-jurisdiction coordination.
This document sets out the official unified fee benchmark of Guozun Philippines Office for the year 2026. All quoted fees are exclusive of local Philippine taxes, and settlement is accepted in three currencies: Philippine Peso (PHP), Renminbi (RMB) and United States Dollar (USD). The provision of all services and collection of fees strictly conform to the lawyer practice norms and industry regulatory requirements of both China and the Philippines.
I. Compliance Fee Models of Guozun Philippines Office
In strict compliance with the practice rules of the Integrated Bar of the Philippines and industry standards for cross-border legal services, and tailored to the cross-border service practices of Chinese-funded enterprises, five standardised billing methods are adopted:
1.Fixed-fee arrangement: Applicable to basic legal services with standardised procedures and clearly quantifiable workload, such as company incorporation, qualification filing and standard document drafting. The total fee is fixed upon contract execution, with no additional charges thereafter.
2.Hourly rate arrangement: Applicable to bespoke services including large-scale cross-border projects, complex dispute cases and dedicated compliance consulting. Fees are calculated based on the billable hours of assigned lawyers, with detailed time statements issued monthly for full traceability and verification.
3.Proportionate fee by subject matter value: Applicable to property-related legal matters such as cross-border mergers and acquisitions, asset transactions and high-value commercial claims. Fees are charged on a tiered basis according to the value of the subject matter, consistent with prevailing practice in the Philippine commercial legal services sector.
4.Contingency fee arrangement: Within the scope permitted by Philippine professional practice rules, this arrangement applies solely to debt collection, commercial recovery and tort enforcement cases. Fees are payable only upon a successful outcome or actual recovery of funds, with the fee cap set at 25% of the total amount recovered.
5.Annual legal counsel retainer: Provides comprehensive year-round legal support for enterprises for a fixed annual service fee. Clients are allocated a dedicated Chinese-English bilingual service team with 48-hour priority response, covering compliance and risk prevention across all aspects of daily business operations.
II. Hourly Rate Schedule for Lawyers at Guozun Philippines Office
All lawyers at the office hold valid practice certificates issued by the Integrated Bar of the Philippines, are adept at handling dual-jurisdiction legal matters spanning China and the Philippines, and deliver professional services in both Chinese and English. Senior partners have extensive long-standing experience in core areas including cross-border investment, infrastructure engineering and financial compliance, under a tiered pricing framework.
Unified hourly rate range for 2026: PHP 1,700 to PHP 5,900 per hour, covering all seniority levels: junior lawyers, specialist lawyers, senior partners, and cross-border experts from the Beijing headquarters. The final applicable rate is determined comprehensively based on case complexity, area of specialisation fit, project urgency and team composition.
Additional Billing Rules
1.A travel and fieldwork allowance of 25%–50% is added for work handled outside the Philippines;
2.A 50% expedited service surcharge applies for 48-hour urgent services and work on statutory public holidays;
3.Rates are uplifted by 20% for cases involving multi-jurisdictional coordination across ASEAN;

IV. Key Factors Determining Legal Fees
1.Cross-border compliance complexity: Fees will increase commensurately with the difficulty of cases involving dual-jurisdiction application of Chinese and Philippine laws, cross-border evidence gathering and multi-party cross-national collaboration.
2.Industry professional barriers: Fees for highly specialised fields such as infrastructure engineering, financial regulation and cross-border investment are higher than those for basic civil and commercial services.
3.Case handling difficulty: Fees for major litigation and arbitration, difficult cross-border enforcement and special regulatory response are subject to dynamic adjustment.
4.Service urgency: Expedited case initiation and work on public holidays strictly follow the expedited fee schedule with no room for negotiation.
5.Cooperation model: Bundled engagement under annual legal counsel retainers reduces overall costs by 15%–25% compared with individual mandates.
6.Service team configuration: Fees are adjusted accordingly for cases handled jointly by multiple experts, with cross-border support from the headquarters and dedicated bilingual teams.
7.Case outcome risk: The contingency fee ratio is directly correlated with the likelihood of success, difficulty of fund recovery and service duration.
V. Additional Third-Party Fees for Budgeting
The following fees are separate from legal service fees and are reimbursed at actual cost in accordance with official Philippine rates or actual expenditure. Our firm does not charge any agency markup:
1.Government fees: Company registration fees, visa application fees, court filing fees, arbitration fees, official intellectual property fees, etc.
