This document sets out the official benchmark fee schedule of Guozun’s Kyrgyzstan Office for 2026. All quoted fees are exclusive of statutory taxes and levies within the territory of Kyrgyzstan. Settlement may be made freely in Kyrgyz Som (KGS), Renminbi (CNY) or US Dollars (USD).
1. Compliant Fee Models
The Kyrgyzstan Office strictly adheres to Kyrgyzstan’s lawyer industry regulatory rules and professional fee guidelines. Drawing on the specific needs of Chinese enterprises for cross-border services, the office has established five standardised billing models, fully aligned with Central Asian commercial legal service standards and practical requirements of cross-border matters:
(a)Flat fee arrangement
Applicable to routine legal services with standardised procedures and quantifiable workload. The total fee is fixed upon engagement with no additional charges throughout the service period, covering standardised matters such as enterprise entity establishment, basic compliance filings, and standard legal document processing.
(b)Hourly rate arrangement
Applicable to major cross-border projects, complex dispute cases and customised compliance advisory services. Fees are calculated based on the billable hours of the instructed lawyers, with itemised timesheets provided monthly for full auditability and traceability.
(c)Ad valorem fee arrangement
Applicable to property-related legal services such as cross-border mergers and acquisitions, asset transactions and large commercial claims. Fees are charged on a tiered basis according to the value of the subject matter, in line with prevailing industry practice for high-end commercial legal services in Central Asia.
(d)Contingency fee arrangement
Within the scope permitted by Kyrgyzstan’s lawyer practice regulations, this model applies solely to debt recovery, commercial recourse and tort claim cases. Fees are conditional upon successful recovery of funds, with the fee ratio not exceeding 25 per cent of the total amount actually recovered.
(e)Annual retainer arrangement
Provides year-round, all-domain legal protection for enterprises. A fixed annual service fee is charged, with a dedicated multilingual service team assigned and 48-hour priority response guaranteed, covering full-scenario compliance management and risk prevention and control in daily business operations.
2. Hourly Rate Schedule for Legal Counsel
All practising lawyers at the Kyrgyzstan Office hold valid local practising credentials. The core team specialises in key practice areas including cross-border investment, mining and energy, and infrastructure construction. Senior lawyers have hands-on experience across both Chinese and Kyrgyz legal systems, and a tiered, differentiated pricing framework is in place.
The unified hourly rate range for 2026 is KGS 1,800 – KGS 5,800 per hour, covering all personnel levels: junior practising lawyers, intermediate specialist lawyers, senior partners, and cross-border experts from the Beijing headquarters. The final applicable rate will be determined holistically, taking into account case complexity, area of specialisation required, urgency of the matter, and composition of the service team.
Additional billing provisions are as follows:(1) A field travel surcharge of 25% to 50% applies for legal work performed outside the territory of Kyrgyzstan;(2) A 50% expedite fee applies for 48-hour urgent services and work carried out on statutory public holidays;(3) A 20% rate uplift applies for matters requiring collaborative work across multiple Central Asian jurisdictions;(4) A 15% rate uplift applies for dedicated multilingual representation at court hearings;(5) A 10% to 20% rate uplift applies for specialist matters in mining and energy, and financial compliance.

Special Note: For complex and difficult cases such as major cross-border economic crimes, transnational mining disputes and exceptionally large infrastructure claims, no fixed fee cap is set. A bespoke exclusive quotation will be prepared based on case difficulty, scale of cross-border collaboration and evidence collection costs.
4. Key Factors Affecting Legal Fees
(a)Complexity of cross-border compliance: Matters involving the application of both Chinese and Kyrgyz laws, cross-border evidence collection and collaboration between entities of multiple jurisdictions will be subject to a fee uplift based on the difficulty level.
(b)Industry professional barriers: Fees for specialised fields such as mining and energy, cross-border infrastructure and high-end investment are higher than those for basic civil and commercial legal services.
(c)Case handling difficulty: Fees for major litigation and arbitration, difficult cross-border enforcement and special regulatory response matters are determined on a dynamic and flexible basis.
(d)Service urgency: Expedited service initiation and holiday work strictly follow the expedited fee schedule, with no room for negotiation on adjustment.
(e)Cooperation and procurement model: Compared with single-service procurement, the comprehensive service cost of packaged annual retainer cooperation is 15% to 25% lower.
(f)Service team composition: Fees are adjusted accordingly for cases handled jointly by multiple experts, with headquarters cross-border collaboration, or with dedicated multilingual team services.
(g)Case performance risk: The fee ratio for contingency fee arrangements is directly linked to the probability of winning the case, difficulty of fund recovery and service cycle.
5. Additional Third-Party Fees to Be Budgeted
The following fees are separate from legal service fees and are reimbursed at actual cost in accordance with official Kyrgyzstan standards or actual disbursements. The firm does not charge any agency premium for these items:
(a)Government fees: Statutory administrative fees such as commercial registration fees, licence filing fees, court litigation fees, arbitration fees and official intellectual property fees
(b)Notarisation and authentication fees: Local notarisation in Kyrgyzstan and cross-border consular authentication, settled on an actual basis according to official charging standards
(c)Professional translation fees: Translation of multilingual legal documents and simultaneous interpretation for court hearings, settled on a per-occurrence basis according to local industry standards
(d)Expert service fees: Fees for judicial appraisal, industry expert consultation and third-party due diligence institutions, settled at actual disbursement
(e)Field travel expenses: Transport, accommodation and field allowances for case handling within and outside the territory, reimbursed on an actual basis with valid and compliant vouchers
(f)Financial handling fees: Bank service fees arising from cross-border transfers and currency exchange, borne by the entrusting party
(g)Other third-party fees: Fees for professional institutions such as auditing, asset appraisal and compliance testing, settled according to actual entrusted expenditure

All fee standards set out in this document are official benchmark reference data for the 2026 fiscal year and do not constitute any offer for legal services. The final fee amount for all legal services will be comprehensively determined based on the client’s specific requirements, actual circumstances of the case, scope of services and complexity of the project. The final arrangement shall be subject to the written engagement service contract signed by both parties.
