This document sets forth the official benchmark fee specifications for the Turkmenistan Office of GUOZUN CATHAY ASSOCIATES for the 2026 fiscal year. All quoted fees exclude statutory local taxes and administrative charges. Settlement is available in three currencies: US dollars, Renminbi and Turkmenistani manat. All charging rules strictly comply with the Turkmenistan Lawyers’ Practise Administration Regulations and judicial industry regulatory requirements.
1. Compliant Fee Billing Models

(a) Fixed-fee billing: Applied to standardised basic legal affairs with accurately quantifiable workloads, such as enterprise registration, qualification filing and standard document drafting. The final fee is confirmed upon execution of the engagement agreement, with no additional surcharges throughout the service period.
(b) Hourly rate billing: For complex cross-border projects, special compliance consultations and major commercial dispute cases, fees are calculated based on the actual billable working hours of lawyers. A detailed hourly work report is provided monthly for full verification.

In strict compliance with local laws, fees are charged only upon the success of the case or actual receipt of funds. The maximum charging ratio shall not exceed 25% of the total recovered amount.
(e) Annual retainer billing: Provides year-round regular legal protection for enterprises, with a fixed annual service fee. A dedicated multilingual service team is assigned, with a commitment to a 48-hour rapid response, covering all scenarios of daily corporate compliance and risk prevention and control.
2. Hourly Rate Fee Schedule for Legal Practitioners
All practising personnel of this office hold officially recognised practising qualifications in Turkmenistan. Tiered differentiated pricing is implemented.
2026 benchmark hourly rate range: USD 180 – USD 590 per hour, covering junior lawyers, specialist lawyers, senior partners and full-time cross-border legal experts from the Firm’s Beijing headquarters. The final fee will be comprehensively determined based on case complexity, practice area alignment, service timeline requirements and team configuration.
Supplementary billing rules:
For legal services provided outside Turkmenistan, a 25%–50% field travel allowance will be surcharged.
For 48-hour expedited services or legal services provided on statutory holidays, a 50% expedited surcharge will apply.
Rates for multi-jurisdictional case collaboration across Central Asia will be increased by 20%.
Rates for specialised multilingual court hearing services will be increased by 15%.

(b) Practice area barrier: Fees for high-barrier professional fields such as energy, infrastructure and financial regulation are higher than those for ordinary civil and commercial basic legal services.
(c) Case handling tier: Dynamic pricing mechanisms apply to complex matters such as major litigation and arbitration, cross-border award enforcement and government regulatory response.
(d) Service timeline requirements: Expedited processing and holiday services strictly follow the additional charging standards, with no negotiation allowed.
(e) Cooperation and service model: Compared with purchasing individual services, opting for a packaged annual legal advisory service can reduce overall costs by 15%–25%.
(f) Service team configuration: Fees are adjusted accordingly for cases handled by joint teams of multiple experts, with cross-border support from the Firm’s headquarters, or with dedicated multilingual team services.
(g) Case performance risk: The fee ratio for contingency fee cases is comprehensively determined based on the probability of case success, difficulty of fund recovery and service cycle.
5. Independently Billed Third-Party Pass-Through Charges
The following fees are not included in legal service fees. They are reimbursed at actual cost in accordance with official Turkmenistan standards or actual incurred amounts. The Firm does not charge any agency markup for these items.
(a) Official administrative fees: Enterprise registration fees, administrative licence fees, court litigation fees, arbitration acceptance fees, official IP application fees, etc.
(b) Notarisation and authentication fees: Official charges for local document notarisation, Hague apostille, and China-Turkmenistan bilateral consular authentication, settled on a reimbursement basis.
(c) Professional translation fees: Multilingual legal document translation, court simultaneous interpretation and other services, charged according to local industry standards.
(d) Third-party professional fees: Fees for judicial appraisal, industry due diligence, professional institution consultation, etc., calculated based on actual expenditure.
(e) Field travel expenses: Transportation, accommodation and field allowances incurred for case handling within and outside the country, reimbursed with formal receipts.
(f) Financial handling fees: Bank service charges incurred from cross-border transfers and currency exchange, borne by the entrusting party.
(g) Other supporting fees: Service fees from third-party institutions such as auditing, asset appraisal and compliance testing, settled on a reimbursement basis.
