This document sets out the official standardised fee guidance for the GUOZUN CATHAY ASSOCIATES Timor-Leste Office for the 2026 financial year. All quoted fees exclude statutory local taxes and duties, and settlement is available in both US dollars (USD) and Renminbi (CNY). All services are provided in full compliance with Timor-Leste’s judicial practice regulations and international cross-border legal service industry standards.

 

I. FEE ARRANGEMENTS FOR COMPLIANCE LEGAL SERVICES

 

In strict adherence to Timor-Leste’s regulatory rules for the legal profession and professional ethics, and tailored to the practical cross-border service requirements of Chinese-funded enterprises, five standardised billing models are available to cover all service scenarios, from routine commercial matters to major projects and dispute resolution.

 

1.Fixed Lump Sum Billing

 

Applicable to standardised, quantifiable basic legal matters with defined workflows. The total service fee is confirmed upon contract execution with no hidden charges, covering routine services such as enterprise entity registration, basic qualification filing, and standard legal document drafting.

 

2.Hourly Billing

 

Applicable to non-standardised matters such as the delivery of major cross-border projects, complex commercial disputes and customised compliance advisory engagements. Fees are calculated based on the lawyer’s billable working hours, with detailed monthly timesheet reports provided for full transparency and traceability.

 

3.Tiered Value-Based Billing

 

Applicable to pecuniary legal matters such as cross-border mergers and acquisitions, asset transactions and large commercial claims. Fees are charged on a tiered basis according to the value of the subject matter, in line with prevailing international standards for commercial legal services.

 

4.Contingency Fee Billing

 

Permitted within the scope of Timor-Leste’s professional practice regulations, and exclusively available for debt recovery, commercial recourse and tort claim cases. Fees are charged only upon successful case outcome or actual recovery of funds, with the maximum fee ratio not exceeding 25 per cent of the total amount recovered.

 

5.Annual Retainer Billing

 

Provides year-round ongoing legal support for enterprises for a fixed annual fee. Clients are assigned a dedicated multilingual service team with priority response within 48 hours, covering full-spectrum compliance and risk control for daily business operations.

 

II. HOURLY FEE RATES FOR LEGAL PRACTITIONERS

 

All practicing lawyers at the GUOZUN CATHAY ASSOCIATES Timor-Leste Office hold valid local practicing qualifications. The core team combines practical experience in both Chinese and Timorese legal systems, with particular expertise in energy and infrastructure, cross-border investment and regulatory compliance. Senior partners possess cross-border collaborative practice capabilities across multiple jurisdictions, and a tiered differential pricing mechanism is applied.

 

2026 Benchmark Hourly Fee Range: USD 180 – USD 580 per hour, covering all service levels including junior lawyers, specialist lawyers, senior partners and cross-border experts from the Firm’s Beijing headquarters. The final fee rate will be determined based on the complexity of the matter, practice area specialisation, urgency of the project and service team configuration.

 

Supplementary Billing Rules:

 

(a) A field travel allowance of 25–50 per cent applies for work conducted outside Timor-Leste;

(b) A 50 per cent premium applies for 48-hour expedited services and work undertaken on statutory public holidays;

(c) A 20 per cent uplift applies to matters requiring coordination across multiple ASEAN jurisdictions;

(d) A 15 per cent uplift applies to specialised multilingual court hearing services;

(e) A 10–20 per cent uplift applies to specialised energy and infrastructure compliance engagements.

 

III. FEE BREAKDOWN FOR CORE PRACTICE AREAS

 

This fee breakdown focuses on the core service areas of the Timor-Leste Office, precisely addressing the full-process needs of Chinese-funded enterprises investing and operating in Timor-Leste. It aligns with local government regulatory requirements and is fully compatible with the local legal system. The specific fee ranges are set out below.

 

A. Investment Access and Corporate Commercial Legal Services: USD 900 – USD 30,000

 

1.Full-process agency services for the establishment, amendment and deregistration of local companies, branches and representative offices, alongside foreign investment access compliance review;

2.Compliance agency services for commercial entity registration, industry business licences and special qualification applications;

3.Customised drafting and review of corporate governance structure planning, shareholder agreements and articles of association;

4.Full-process legal support for enterprise mergers, acquisitions and restructurings, equity transfers, and joint venture cooperation projects;

5.Foreign investment compliance due diligence, ODI filing guidance, and facilitation of investment incentive policy implementation.

J. General Compliance and Supporting Civil Legal Services: USD 700 – USD 4,200

 

1.Environmental assessment compliance, environmental permit application, and response to environmental violations;

2.Tax planning and optimisation, routine compliance advisory, and tax audit response and dispute resolution;

3.Legal services for cross-border marriage and family matters, estate succession, and cross-border property division disputes.

 

Supplementary Note: For matters involving major cross-border economic crimes, transnational energy violations and major criminal compliance engagements, there is no fixed upper fee limit. A customised quotation will be prepared based on the complexity of the case, scope of cross-border coordination and evidence collection costs.

 

IV. CORE FACTORS INFLUENCING SERVICE PRICING

 

1.Complexity of cross-border services: Matters involving dual-jurisdiction legal application, cross-border evidence collection and coordination between entities in multiple countries will be subject to fee uplifts based on difficulty.

2.Practice area specialisation: Fees for specialised areas such as energy and infrastructure, cross-border finance and foreign investment are higher than those for ordinary civil and commercial basic services.

3.Case handling difficulty: Dynamic differential pricing applies to major litigation and arbitration, complex cross-border enforcement and dedicated regulatory response matters.

4.Service urgency requirements: Expedited service commencement and work on public holidays are strictly subject to expedited fee premiums, with no room for negotiation.

5.Cooperation model: Compared with individual service purchases, the overall service cost for annual legal retainer packages can be reduced by 15–25 per cent.

6.Team configuration level: Fees are adjusted accordingly for cases handled by a joint panel of experts, with cross-border support from the Firm’s headquarters and dedicated multilingual team services.

7.Case performance risk: The fee ratio for contingency fee engagements is directly linked to the case success rate, recovery difficulty and service duration

 

V. INDEPENDENTLY BILLED THIRD-PARTY DISBURSEMENTS

 

The following fees do not form part of legal service fees. They are reimbursed at actual cost in accordance with official Timor-Leste pricing or actual amounts incurred, and the Firm charges no agency service fees or mark-ups on these items.

 

1.Government administrative fees: Commercial registration fees, visa application fees, court litigation fees, arbitration fees, intellectual property official fees, qualification filing fees, etc.

2.Notarisation and authentication fees: Official compliance authentication fees for local notarisation, Hague apostille and China-Timor-Leste consular legalisation.

3.Professional translation fees: Multilingual translation of legal documents and simultaneous interpretation for court hearings, settled at actual cost in accordance with local industry standards.

4.Third-party professional fees: Actual expenses for judicial appraisal, industry expert consultation and third-party due diligence agency services.

5.Field travel expenses: Transport, accommodation and field allowances for case handling within and outside the country, reimbursed against official receipts.

6.Financial handling fees: Bank charges arising from cross-border transfers and currency exchange shall be borne by the entrusting party.

7.Other supporting fees: Service fees of third-party institutions such as auditing, asset evaluation and compliance testing, settled based on actual entrustment.

 

VI. IMPORTANT NOTICE

 

All fee standards set out in this document are official benchmark reference prices for the 2026 financial year and do not constitute a binding offer for services. The final fee amount for all legal services shall be specified in a written engagement contract, based on the client’s specific requirements, actual circumstances of the matter, scope of services and project complexity.
