In June 2024, GUOZUN CATHAY ASSOCIATES formally expanded its presence into the Central Asian market by establishing an office in the central business district of Dushanbe, the capital of Tajikistan. Serving as the firm’s hub for Central Asian legal services and the dedicated body for China-Tajikistan cross-border legal matters, the office has built a specialised service team consisting of locally licensed practising lawyers and China-Tajikistan cross-border legal experts. Team members possess years of in-depth experience in Tajik legal practice, are proficient in working across Chinese, Russian and Tajik languages, and can leverage Guozun’s global service network to cover cross-border legal needs throughout Central Asia. Focusing on core scenarios including investment and business operations of Chinese-funded enterprises in Tajikistan, energy and mineral development, infrastructure construction, corporate compliance management and cross-border dispute resolution, the office delivers professional legal services characterised by localised implementation, full-process closed-loop support and multi-jurisdictional compatibility.
This document sets out the official benchmark fee standards for Guozun Tajikistan Office for the 2026 fiscal year. All quoted fees exclude statutory taxes and levies within Tajikistan. Settlement is available in three currencies: Tajikistani Somoni (TJS), Renminbi (RMB) and US Dollar (USD). All services are conducted in strict compliance with the Tajikistan Lawyers’ Practice Regulations and national judicial regulatory requirements.
I. Compliant Fee Structures of Guozun Cathay Associates Tajikistan Office
Aligned with Tajikistan’s judicial industry standards and adapted to the cross-border service conventions of Chinese-funded enterprises, five standardised billing methods are specified to fully accommodate Central Asian commercial service benchmarks and the characteristics of cross-border project services:
A.Fixed Lump Sum Billing
Applicable to standardised legal matters with clearly quantifiable workloads. The total fee is confirmed upon contract signing with no hidden charges, covering routine services such as corporate entity registration, basic qualification filing, and standard legal document drafting.
B.Hourly Service Billing
Applicable to non-standard matters such as large-scale cross-border investment projects, complex engineering disputes, and customised compliance advisory services. Fees are calculated based on the lawyer’s billable working hours, with a detailed itemised timesheet issued monthly for full verifiability and traceability.
C.Tiered Billing by Subject Matter Value
Applicable to property-related legal matters such as cross-border mergers and acquisitions, mineral asset transactions, and large-scale commercial claims. Fees are charged on a tiered basis according to the value of the subject matter, in line with common practice for high-end commercial legal services in Tajikistan.
D.Contingency Fee Billing
Permitted within the scope allowed by Tajikistan’s lawyer practice regulations, and only applicable to debt recovery, commercial claims and tort enforcement cases. Fees are charged only upon successful case resolution or receipt of funds, with the charge ratio not exceeding 25% of the total amount actually recovered.
E.Annual Retainer Billing
Provides comprehensive year-round legal protection for enterprises with a fixed annual fee. Clients are assigned a dedicated multilingual service team with a guaranteed 48-hour response time, covering compliance management and risk warning for all scenarios of daily business operations.
II. Hourly Fee Rates for Lawyers at Guozun Cathay Associates Tajikistan Office
All practising personnel at Guozun Tajikistan Office hold valid practice certificates officially issued by Tajik authorities. The core team is well-versed in the application of laws of both China and Tajikistan, and is capable of providing seamless multilingual services. Senior partners have cross-border practice experience across multiple Central Asian countries, with deep expertise in core sectors including energy, infrastructure and cross-border investment. Differentiated tiered pricing is implemented.
A.2026 Benchmark Hourly Rate Range
The 2026 benchmark hourly rates range from 180 TJS to 590 TJS per hour, covering junior lawyers, specialist lawyers, senior partners, and full-time cross-border experts from the Beijing headquarters. The final fee rate will be comprehensively determined based on case complexity, specialisation match, project urgency and service team configuration.

2.A 50% expedited service surcharge applies to 48-hour urgent services and work performed on statutory holidays.

A.Complexity of cross-border services: Fees increase accordingly for cases involving dual-jurisdictional application, cross-border evidence collection, and multi-party collaboration across jurisdictions.
B.Specialisation threshold: Fees for specialised sectors such as energy and minerals, infrastructure engineering and cross-border finance are higher than those for ordinary commercial and civil matters.
C.Case difficulty: Fees for major litigation and arbitration, difficult cross-border enforcement, and administrative supervision response are dynamically determined.
D.Service time requirements: Expedited commencement and holiday work are subject to standard expedited service fees, which are non-negotiable.
E.Cooperation model: Compared with single-service engagements, annual retainer packages can reduce overall costs by 15%–25%.
F.Service team configuration: Fees are adjusted accordingly for cases handled by multiple experts, with headquarter cross-border support, or with dedicated multilingual team services.
G.Case performance risk: The fee ratio for contingency fee cases is directly related to case success rate, recovery difficulty and service cycle.
V. Third-Party Pass-Through Charges Billed Separately
The following fees are independent of legal service fees, and are reimbursed at actual cost in accordance with Tajikistan’s official pricing or actual incurred amounts. The firm does not charge any agency service fees or price differences for these items:
