This document sets forth the official unified fee benchmark of GUOZUN CATHAY ASSOCIATES Estonia Office for 2026. All quotations exclude the standard 20% Estonian value-added tax (VAT). Settlement is available in three currencies: Euro (EUR), Renminbi (RMB) and US Dollar (USD). The entire service delivery process complies with EU legal service regulatory norms and the practice rules of the local bar association.

B. Hourly Rate Model
Applicable to non-standardised matters such as major cross-border projects, complex dispute cases, and customised compliance consulting. Fees are charged based on the effective working hours of lawyers, and detailed working hour records are issued on a monthly basis.
C. Proportion of Subject Matter Value Model
Applicable to property-related legal services such as cross-border mergers and acquisitions, asset transactions, and large-value commercial claims. Fees are charged on a tiered basis according to the subject matter value of the case, in line with the industry practice of EU commercial legal services.
D. Contingency Fee Model
Within the scope of Estonian and EU practice norms, this model is only applicable to debt collection, commercial recovery, and tort claim cases. Fees are calculated based on the recovered amount upon case closure, with the fee ratio not exceeding 25% of the actual recovered amount.
E. Annual Legal Counsel Retainer Model

The final rate is comprehensively determined with regard to case complexity, professional fit, project urgency and team configuration.
A. Additional Billing Provisions
1.An additional travel and fieldwork allowance of 25% to 50% shall apply for case handling conducted outside the EU;
2.An additional 50% expedited service fee shall apply for 48-hour expedited services and services rendered on public holidays;
3.A 20% rate uplift shall apply for cases requiring coordination across multiple EU jurisdictions;
4.A 15% rate uplift shall apply for specialised multilingual court hearing services;

2.Industry professional threshold: Fees for professional fields such as financial regulation, data compliance, ESG and cross-border investment are higher than those for basic commercial legal services.
3.Case handling difficulty: Fees for matters such as major litigation and arbitration, cross-border enforcement, and special regulatory response are dynamically determined.
4.Service time limit requirement: Expedited handling and holiday services are subject to standard expedited service fees, with no room for negotiation.
5.Cooperation service model: Compared with individual service entrustment, the overall service cost of packaged annual legal counsel cooperation can be reduced by 15% to 25%.
6.Service team configuration: Fees are adjusted accordingly for cases handled jointly by multi-specialty lawyers, with headquarters cross-border linkage, and with exclusive multilingual team services.
7.Case handling risk: The fee ratio for contingency fee projects is directly related to case handling difficulty, payment recovery cycle and service duration.
V. Additional Third-Party Fees to Be Budgeted
The following fees are independent of legal service fees, and are reimbursed on an actual basis in accordance with official standards of Estonia and the EU or actual expenditure. Our firm does not charge any agency markup:
1.Government fees: Commercial registration fees, visa application fees, court litigation fees, arbitration fees, intellectual property official fees, licensing and filing fees, etc.
2.Notarisation and authentication fees: Local Estonian notarisation and Hague apostille; Sino-European consular authentication shall be settled according to official standards based on actual circumstances.
3.Professional translation fees: Multilingual translation of legal documents and court hearing translation services, charged in accordance with EU industry standards.
4.Professional service fees: Fees for judicial appraisal, industry consulting, and third-party verification institutions, settled based on actual expenditure.
5.Field travel expenses: Transportation, accommodation and fieldwork allowances for case handling within and outside the country, reimbursed on presentation of valid vouchers.
6.Financial handling fees: Bank fees arising from cross-border transfer and currency exchange shall be borne by the entrusting party.
7.Other third-party fees: Fees of institutions such as auditing, evaluation and compliance testing, settled based on actual entrustment expenditure.
