This document sets out the official unified fee schedule of GUOZUN CATHAY ASSOCIATES North Macedonia Office for 2026. All quoted prices exclude the current value-added tax (VAT) in North Macedonia. Settlement is available in three freely convertible currencies: Euro (EUR), Renminbi (CNY) and US Dollar (USD).
I. Compliant Fee Models of GUOZUN CATHAY ASSOCIATES North Macedonia Office
All fee models of the Firm comply with the judicial regulatory requirements of North Macedonia and the general standards for commercial legal services in the EU. Tailored to the core scenarios of cross-border services for Chinese enterprises, five standardised fee systems are offered:
1.Fixed Lump Sum Fee Model
Applicable to basic legal matters with standardised service processes and accurately quantifiable workload. The total fee for the full scope of services specified in the engagement contract is locked in at the time of signing, with no additional charges for extra items. It covers standardised services such as enterprise commercial entity registration, basic compliance filing, and drafting and review of standard legal documents.
2.Hourly Rate Model
Applicable to non-standardised services such as major cross-border investment projects, complex commercial dispute cases and customised special compliance consulting. Fees are charged based on the actual effective working hours of lawyers, with detailed monthly time sheets and service descriptions provided. Service hours and service content are verifiable and traceable throughout the entire process.
3.Tiered Value-Based Fee Model
Applicable to property-related legal services such as cross-border M&A, asset transactions and large commercial claims. Fees are charged at tiered proportions based on the subject matter value of the case, in line with the industry practice of high-end commercial legal services in the Balkan region and general EU rules.
4.Contingency Fee Model (Win/Recovery-Based)
Within the statutory framework of North Macedonia’s lawyer practice regulations, this model applies only to cross-border debt collection, commercial recovery and tort claim cases. Fees are settled on the premise of the client’s actual fund recovery or a favourable case outcome. The maximum fee ratio shall not exceed 25% of the actual recovered amount, which complies with the statutory upper limit under the Law on the Legal Profession of North Macedonia.
5.Annual Retainer Model for Ongoing Legal Counsel
Provides enterprises with annual full-dimensional legal support and compliance risk control services, with a fixed annual service fee. Clients are assigned an exclusive service team proficient in Chinese, English and Macedonian, with priority response to engagement requests within 48 hours, covering all legal scenarios of the enterprise’s daily operations in North Macedonia.
II. Hourly Rate Standards for Lawyers at GUOZUN CATHAY ASSOCIATES North Macedonia Office
All practising lawyers at the Firm’s North Macedonia Office hold valid practising licences issued by the North Macedonia Bar Association. The core team possesses coordinated service capabilities across three jurisdictions: Chinese law, EU law and North Macedonian local law. Senior partners hold practising qualifications in multiple EU countries and specialise in core areas such as cross-border investment, infrastructure engineering, EU compliance and commercial dispute resolution. A tiered pricing system is implemented, with rate standards benchmarked against the 2026 industry guidelines of the North Macedonia Bar Association and the fee benchmarks of cross-border law firms in the Balkan region.
Official unified hourly rate range for 2026: EUR 180 – EUR 580 per hour, covering all service tiers including junior practising lawyers, mid-level specialist lawyers, senior partners and cross-border experts from the Beijing headquarters. The final service rate will be comprehensively determined based on factors such as case complexity, professional field matching, project urgency and service team configuration.
Additional Billing Rules:
A 25%–50% travel and fieldwork allowance is added for case handling outside North Macedonia (neighbouring countries in the Balkan Peninsula, other EU member states);
A 50% expedited service fee is added for services initiated on an expedited basis within 48 hours or case handling on statutory public holidays;
A 20% rate uplift applies to cases requiring coordinated services across multiple EU jurisdictions;
A 15% rate uplift applies to exclusive multilingual court hearing services;
A 10%–20% rate uplift applies to special compliance cases involving EU sanctions response and financial regulation.

1.Complexity of Tri-Jurisdictional Compliance: For cases involving the coordinated application of Chinese law, EU law and North Macedonian local law, cross-border evidence collection and collaboration between entities from multiple countries, fees will be increased according to service difficulty.
2.Industry Professional Barriers: Fees for highly specialised fields such as EU sanctions response, cross-border infrastructure engineering, energy and mining, and financial regulation are higher than those for basic civil and commercial legal services.
3.Case Handling Difficulty: Fees for matters such as major litigation and arbitration, difficult cross-border enforcement, special regulatory response and EU compliance system upgrading will be dynamically adjusted based on actual workload.
4.Service Urgency: For expedited service initiation and case handling on statutory holidays, expedited service fees will be charged strictly in accordance with this schedule.
5.Cooperation and Procurement Model: Under the same service content and scope, bundled cooperation under an annual ongoing legal counsel retainer can reduce comprehensive service costs by 15%–25% compared with single-service procurement on a case-by-case basis.
6.Service Team Configuration: For cases handled jointly by multi-field experts, with cross-border coordination from the Beijing headquarters and supported by an exclusive multilingual team, fees will be adjusted accordingly based on team configuration.
7.Case Performance Risk: The fee ratio for contingency fee engagements is directly linked to the probability of winning the case, difficulty of fund recovery and service cycle.
8.EU Accession Compliance Adaptation: Fees for dedicated services involving EU legal benchmarking and adaptation to regulatory rules during the accession transition period will be increased according to compliance complexity.
V. Third-Party Expenses to Be Budgeted Separately
The following expenses are independent of legal service fees and are reimbursed at actual cost in accordance with official North Macedonian fee standards or actual incurred amounts. The Firm does not charge any agency premium or intermediary fees for these items:
1.Official Government Fees: Commercial registration fees of the North Macedonia Central Registry, visa application fees, court fees at all levels, arbitration institution fees, official fees of the State Office of Industrial Property, operation permit filing fees, etc.
2.Notarisation and Authentication Fees: Local notarisation and apostille services in North Macedonia; bilateral consular authentication between China and North Macedonia shall be settled based on official standards.
3.Professional Translation Fees: Translation of legal documents between Chinese, English and Macedonian, and simultaneous interpretation services for court hearings, settled on a per-document or per-word basis in accordance with North Macedonia’s translation industry standards.
4.Expert Service Fees: Fees for judicial appraisal, industry expert consultation and third-party due diligence agency services, settled at actual expenditure.
5.Field Travel Expenses: Transportation, accommodation and fieldwork allowances incurred for case handling domestically and abroad, reimbursed against valid vouchers.
6.Financial Handling Fees: Bank fees incurred from cross-border transfers and currency exchange shall be borne by the client.
7.Other Third-Party Fees: Fees for professional services such as auditing, valuation and compliance testing, settled at actual entrusted expenditure.
