This document sets out the official unified fee benchmark of GUOZUN CATHAY ASSOCIATES Malta Office for 2026. All quotations are exclusive of value-added tax (VAT), with the current standard VAT rate in Malta standing at 18%. Compliant settlement is available in three currencies: Euro (EUR), Renminbi (RMB) and US Dollar (USD).
I. Compliant Fee Models
In strict adherence to Malta’s Legal Profession Act, the practice rules and fee guidelines of the Malta Chamber of Advocates, and EU regulatory rules governing cross-border legal services, and with due regard to the cross-border service practices of Chinese-funded enterprises, the office has developed five standardised fee models that fully comply with Malta’s judicial regulatory requirements and international commercial legal service standards:
1.Fixed Fee Arrangement
Applicable to basic legal services with standardised processes and accurately quantifiable workload. The total fee within the agreed service scope is locked at the time of engagement, with no additional charges for matters outside the agreed scope. This model covers matters such as corporate commercial registration, basic compliance filing, standard document processing and standardised qualification applications.
2.Hourly Rate Arrangement
Applicable to non-standardised matters such as major EU cross-border projects, complex dispute cases, customised compliance consultancy, and special regulatory responses. Fees are charged based on the effective working hours of lawyers, with detailed monthly timesheets provided for full verifiability and traceability.
3.Proportion of Subject Matter Fee Arrangement
Applicable to property-related legal services such as cross-border mergers and acquisitions, asset transactions and large commercial claims. Fees are charged on a tiered basis according to the value of the subject matter, in line with the industry practice of high-end commercial legal services in the EU.
4.Contingency Fee Arrangement
Implemented within the framework of Malta’s lawyer practice rules and EU legal service regulatory requirements, this model is only applicable to debt collection, commercial recovery and tort claim cases. Service fees are charged only when the client achieves the agreed payment recovery or successful outcome. No commitment is made regarding case outcomes, and the maximum fee ratio shall not exceed 25% of the actual amount recovered.
5.Annual Legal Counsel Retainer Arrangement
Provides enterprises with year-round comprehensive legal support covering Malta and the EU region. A fixed annual service fee is charged, with a dedicated Chinese-English bilingual team assigned and a 48-hour priority response mechanism. The service scope covers daily operational compliance, risk prevention and control, document review, basic consultancy and other routine scenarios for enterprises.
II. Lawyer Hourly Rate Standards
All practising lawyers at GUOZUN CATHAY ASSOCIATES Malta Office hold valid practising certificates issued by the Malta Chamber of Advocates. The core team is proficient in the legal application rules of China, Malta and the EU, and is capable of providing seamless bilingual services. Senior partners hold multi-jurisdictional practising qualifications across the EU, with deep expertise in core areas such as cross-border investment, international commerce, EU compliance regulation, maritime shipping and financial innovation sectors, under a tiered pricing system.
The unified hourly rate range for 2026 is EUR 180 – EUR 580 per hour, covering all levels: junior practising lawyers, intermediate specialist lawyers, senior partners, and cross-border experts from the Beijing headquarters. The final rate is determined based on case complexity, professional suitability, project urgency and team configuration.
Additional Billing Rules:
1.Handling cases outside Malta (other EU countries / mainland China) will incur a 25%–50% surcharge for travel and fieldwork allowances.
2.A 50% urgent service fee applies to 48-hour expedited responses and work on public holidays.
3.A 20% rate uplift applies to EU cross-border multi-jurisdiction collaborative cases.
4.A 15% rate uplift applies to exclusive bilingual court hearing services.
5.A 10%–25% rate uplift applies to special cases involving financial regulation, GDPR-specific compliance, maritime shipping and financial innovation sectors.

This standard focuses on the core business of the Malta office, precisely matching the essential demands of Chinese-funded entities investing and operating in Malta and the EU, and aligning with the requirements of core regulators such as the Malta Financial Services Authority (MFSA), Malta Business Registry, Malta Maritime Authority and Identity Malta. 4.Full-process support for EU-compliant operation of cross-border e-commerce, and special intellectual property services for emerging technology sectors.
5.Full-case agency for EU cross-border brand layout of Chinese enterprises, infringement investigation and judicial rights enforcement.
IV. Key Factors Affecting Legal Fees
1.Complexity of cross-border compliance: Cases involving the application of multiple jurisdictions (China, Malta, the EU), cross-border evidence collection and multi-party collaboration will have fees uplifted according to case difficulty.
2.Industry professional barriers: Fees for highly specialised sectors such as financial innovation, maritime shipping, financial regulation and cross-border data compliance are higher than those for basic civil and commercial legal services.
3.Case handling difficulty: Fees for major litigation and arbitration, difficult cross-border enforcement and special regulatory response matters are dynamically adjusted based on actual handling difficulty.
4.Service urgency: Urgently launched projects and work on statutory holidays will incur an urgent service fee in accordance with the published standards.
5.Cooperation and procurement model: Compared with single-service procurement, the comprehensive cost of packaged annual legal counsel procurement and combined commission of multiple services can be reduced by 15%–25%.
6.Service team configuration: Fees are adjusted accordingly for cases handled by multi-disciplinary experts, with headquarters cross-border collaboration and dedicated bilingual team services throughout the process.
7.Case performance risk: The final fee ratio for contingency fee cases is directly linked to the probability of case success, difficulty of payment recovery and service cycle.
V. Third-Party Costs Separate from Legal Service Fees
The following costs do not fall within the scope of legal service fees, and are reimbursed at actual cost in accordance with official Maltese standards or the actual amounts charged by third-party institutions. The firm does not charge any agency premium:
1.Government fees: Statutory fees charged by Maltese government and EU institutions, such as commercial entity registration fees, visa application fees, court litigation fees, arbitration fees, intellectual property official fees, licence filing fees and licence application fees.
2.Notarisation and authentication fees: Fees for local Maltese notarisation, Hague apostille and China-Malta consular authentication, settled on a factual basis in accordance with official and authentication institution standards.
3.Professional translation fees: Chinese-English translation of legal documents and simultaneous interpretation for court hearings, settled on a per-item or per-word basis in accordance with Maltese translation industry standards.
4.Expert service fees: Fees for judicial appraisal, industry expert consultancy and third-party due diligence institutions, settled based on actual expenditure.
5.Field travel expenses: Transportation, accommodation and fieldwork allowances incurred for domestic and overseas case handling, reimbursed on a factual basis with valid vouchers.
6.Financial handling fees: Bank fees incurred from cross-border transfers and currency exchange shall be borne by the client.
7.Other third-party fees: Fees for professional institutions such as auditing, valuation, compliance testing and tax attestation, settled on a factual basis based on actual entrusted expenditure.

The final fee amount for all legal services shall be subject to the written engagement contract signed by both parties, based on the client’s specific needs, actual case circumstances, service scope and project complexity.
