All published quotations set out in this document exclude value-added tax (VAT) applicable in Moldova at the current standard rate of 20%. Payments may be settled in multiple freely convertible currencies, including Moldovan Leu (MDL), Euro, Renminbi (RMB) and US Dollar (USD). The settlement exchange rate shall be determined based on the official mid-market rate on the date of service commencement.
ARTICLE I: COMPLIANT FEE MODELS OF GUOZUN CATHAY ASSOCIATES MOLDOVA OFFICE
All fee models adopted by this office strictly comply with the Moldovan Law on the Legal Profession, as well as the practice rules and fee guidelines of the Moldovan Bar Association. Taking into account the cross-border service habits of Chinese-funded enterprises, the office has customised five standardised fee models that meet Moldovan judicial supervision requirements and EU commercial service standards:
1.1Fixed Lump Sum Fee Arrangement
Applicable to routine legal services with standardised processes and accurately quantifiable workload. The scope of services and corresponding total fee shall be specified upon the signing of the retainer agreement, with no additional charges within the agreed service scope. This model mainly covers standardised matters such as establishment of market entities, basic compliance filings, drafting of standard legal documents, and applications for routine administrative licences.
1.2Hourly Rate Arrangement
Applicable to non-standardised services such as major cross-border investment projects, complex dispute resolution cases, and customised special compliance consultations. Fees are calculated based on the actual billable hours of solicitors, and a detailed hourly statement shall be issued to the client on a monthly basis. The entire service process is verifiable and traceable.
1.3Tiered Proportional Fee Based on Subject Matter Value
Applicable to property-related legal services such as cross-border mergers and acquisitions, large-scale asset transactions, and commercial claims. Fees are charged at tiered proportions based on the value of the case or project subject matter, in line with the industry practice of high-end commercial legal services in South-East Europe.
1.4Contingency Fee Based on Recovery
Within the scope permitted by Moldovan legal practice regulations, this model is only applicable to cases involving cross-border debt collection, commercial recovery, and tort claims. Fees are charged conditional on the client’s actual recovery of funds, with the maximum fee ratio not exceeding 30% of the actual recovered amount.
1.5Annual Retainer Arrangement for In-House Legal Counsel
This arrangement provides enterprises with comprehensive annual legal support for a fixed annual fee. A dedicated multilingual service team is assigned, with priority response to service requests within 48 hours. It covers full-process compliance management, risk prevention and control, and handling of basic legal matters in the daily operation of enterprises.
ARTICLE II: HOURLY RATE STANDARDS FOR SOLICITORS AT GUOZUN CATHAY ASSOCIATES MOLDOVA OFFICE
All practising solicitors at the Moldova office hold valid practising licences issued by the Moldovan Bar Association. The core team is proficient in the application of multi-jurisdictional laws including Chinese law, Moldovan law and EU law, and is capable of seamless multilingual service delivery. Senior partners possess multi-jurisdictional practice qualifications across the EU and have profound expertise in core areas such as cross-border investment, international commerce and compliance regulation. A tiered pricing system is implemented.
2.1 2026 Hourly Rate Range
The unified 2026 hourly rate ranges from EUR 120 to EUR 450 per hour, covering all levels including junior practising solicitors, mid-level specialist solicitors, senior partners and cross-border experts from the Beijing headquarters. The final rate shall be determined based on the complexity of the case, professional matching degree, urgency of the project and team configuration.
2.2 Additional Billing Rules
(a)A travel and field allowance of 25% to 50% shall be added for handling cases outside the territory of Moldova;
(b)A 50% urgent service surcharge shall be applied for services commenced on an urgent basis within 48 hours or performed on statutory public holidays;
(c)Rates shall be increased by 20% for EU cross-border cases involving multi-jurisdictional collaboration;
(d)Rates shall be increased by 15% for dedicated multilingual court hearing services;
(e)Rates shall be increased by 10% to 20% for special compliance cases in the fields of energy infrastructure and financial regulation.
ARTICLE III: SPECIFIC FEE SCHEDULE FOR CORE PRACTICE AREAS
This fee schedule is tailored to the core needs of Chinese-funded enterprises investing in Moldova, in line with Moldovan regulatory requirements and EU compliance rules. All service lines are official benchmark quotations, with details as follows:

ARTICLE IV: KEY FACTORS AFFECTING LEGAL FEES
4.1 Complexity of Multi-Jurisdictional Compliance
For cases involving the collaborative application of Chinese law, Moldovan law and EU law, cross-border evidence collection, and linkage of entities from multiple jurisdictions, fees shall be increased according to the service difficulty.
4.2 Industry Professional Barriers
Fees for highly specialised fields such as energy infrastructure, financial regulation, cross-border investment and intellectual property shall be higher than those for basic civil and commercial legal services.
4.3 Difficulty of Case Handling
For major litigation and arbitration, difficult cross-border enforcement, special regulatory responses, and matters with high difficulty in overseas evidence collection, quotations shall be dynamically adjusted according to actual conditions.
4.4 Urgency of Services
For projects commenced on an urgent basis and cases handled on holidays, an urgent service surcharge shall be added in accordance with this schedule.
4.5 Cooperative Procurement Model
For packaged annual retainer cooperation, the comprehensive service cost can enjoy a reference discount of 15% to 25% compared with separate service procurement. The specific discount shall be subject to the annual retainer agreement.
4.6 Service Team Configuration
Fees shall be adjusted accordingly for cases handled by joint teams of multiple experts, with headquarters cross-border collaboration, or served by dedicated multilingual teams.
4.7 Case Performance Risk The final fee ratio for contingency fee services is directly linked to the difficulty of fund recovery, service cycle and completeness of evidence.
ARTICLE V: ADDITIONAL THIRD-PARTY FEES TO BE BUDGETED
The following fees are not included in solicitor service fees, and shall be reimbursed at actual cost in accordance with official Moldovan standards or actual expenditure. The office does not charge any agency premium. Details are as follows:
5.1 Official Government Fees
Official charges such as commercial entity registration fees, visa application fees, court litigation fees, arbitration fees, intellectual property official fees, and licence filing fees.
5.2 Notarisation and Authentication Fees
Fees for local Moldovan notarisation, Hague apostille, and Sino-Moldovan consular authentication, which shall be settled according to official standards.
5.3 Professional Translation Fees
Fees for multilingual translation of legal documents and simultaneous interpretation for court hearings, which shall be settled per page / per word in accordance with local Moldovan industry standards.
5.4 Third-Party Professional Service Fees
Fees charged by institutions such as judicial appraisal institutions, industry expert consultants, third-party due diligence agencies, audit firms and evaluation agencies, which shall be settled at actual expenditure.
5.5 Field Travel Expenses
Transportation, accommodation and field allowances incurred for handling cases within and outside the territory, which shall be reimbursed with valid vouchers.
5.6 Financial-Related Fees
Bank service charges incurred from cross-border transfers and currency exchange shall be borne by the client.
5.7 Other Third-Party Fees
Other non-legal service expenses incurred during the service process shall be settled according to the actual entrusted expenditure.

The fee schedule set out in this document is the official benchmark reference price for 2026 and does not constitute any form of service offer or invitation to retain. The final fee amount for all legal services shall be subject to the written retainer agreement signed by both parties, based on the specific needs of the client, actual circumstances of the case, scope of services and project complexity.
