This document sets out the official unified fee schedule of Guozun Ukraine Office for 2026. All quoted prices are exclusive of the prevailing value-added tax (VAT) in Ukraine, which is levied at a rate of 20%. Payments may be settled freely in multiple currencies, including Ukrainian Hryvnia (UAH), Renminbi (CNY), US Dollars (USD) and Euros (EUR).
1. Compliant Fee Structures of Guozun Cathay Associates Ukraine Office
The office strictly abides by the Ukrainian Advocacy Law and the practice norms and fee guidelines of the Ukrainian Bar Association. Taking into account the cross-border service habits of Chinese enterprises, it has customised five standardised fee models, which fully comply with Ukrainian judicial regulations and international commercial service standards:
1.1Fixed Fee Basis
Applicable to basic legal services with standardised procedures and accurately quantifiable workload. The total fee is locked upon signing of the engagement letter with no subsequent add-on charges. This model covers standardised matters such as enterprise commercial registration, basic compliance filing, and standard document processing.
1.2Hourly Rate Basis
Applicable to major cross-border projects, complex dispute cases and customised compliance consulting. Fees are charged based on the effective working hours of lawyers, with detailed monthly timesheets provided for full verifiability and traceability.
1.3Ad Valorem Fee Basis
Applicable to property-related matters such as cross-border mergers and acquisitions, asset transactions and large commercial claims. Fees are charged on a tiered basis according to the value of the subject matter, in line with the industry practice of high-end commercial legal services in Ukraine.
1.4Conditional Fee Basis
Within the framework of Ukrainian advocate practice regulations, this model is only applicable to debt collection, commercial recovery and tort claim cases. Fees are charged on the premise of payment recovery / successful litigation outcome, and the fee ratio shall not exceed 30% of the actual amount recovered.
1.5Annual Retainer Scheme
Provides enterprises with annual full-scope legal support, with a fixed service fee charged on a yearly basis.
2.Hourly Rate Standards for Lawyers of Guozun Cathay Associates Ukraine Office
All lawyers of Guozun Cathay Associates Ukraine Office hold valid practice licences issued by the Ukrainian Bar Association. The core team is proficient in the application of both Chinese and Ukrainian laws, and can provide seamless services in Chinese, Ukrainian and English. Senior partners hold practice qualifications across multiple Eurasian jurisdictions, with deep expertise in core areas such as cross-border investment, international commerce, energy compliance and dispute resolution. A tiered pricing system is implemented.
The unified hourly rate range for 2026 is USD 180 – USD 580 per hour, covering all levels including junior practicing lawyers, intermediate specialist lawyers, senior partners, and cross-border experts from the Beijing headquarters. The final rate is determined based on case complexity, professional matching degree, project urgency and team configuration.
2.1 Additional Charging Provisions
(a)A travel and fieldwork allowance of 25%–50% shall be added for case handling outside Ukraine and fieldwork in remote overseas locations.
(b)A 50% surcharge shall apply for 48-hour urgent response and case handling on public holidays.
(c)Rates shall be increased by 20% for Eurasian cross-border multi-jurisdictional collaborative cases and sanctions compliance special cases.
(d)Rates shall be increased by 15% for exclusive multilingual court hearing services. (e) Rates shall be increased by 10%–20% for energy regulation and special financial compliance cases.

4. Key Factors Affecting Legal Fees
(a)Complexity of cross-border compliance: Fees shall be increased according to the difficulty of cases involving the application of both Chinese and Ukrainian laws, cross-border evidence collection, multi-party collaboration across countries and sanctions compliance response.
(b)Industry professional barriers: Fees for highly specialised fields such as energy and natural resources, financial regulation, cross-border investment and anti-monopoly are higher than those for basic civil and commercial legal services.
(c)Difficulty of case handling: Fees for major litigation and arbitration, difficult cross-border enforcement and special regulatory response matters shall be dynamically adjusted according to the actual workload.
(d)Urgency of service: Urgent initiation and case handling on holidays shall be subject to urgent service surcharges strictly in accordance with the standards, with no room for negotiation.
(e)Cooperation procurement model: Packaged cooperation under annual legal retainers reduces the comprehensive cost by 15%–25% compared with individual service procurement.
(f)Service team configuration: Fees shall be adjusted accordingly for cases handled by multiple experts jointly, with headquarters cross-border collaboration and exclusive multilingual team services.
(g)Case performance risk: The fee ratio for conditional fee services is directly linked to the probability of winning the case, difficulty of payment recovery, service cycle and disposal risk.
5. Additional Third-Party Costs to Be Budgeted
The following costs are independent of legal service fees and shall be reimbursed at actual cost in accordance with official Ukrainian standards or actual expenditure. Our firm does not charge any agency premium:
(a)Government fees: Various statutory fees charged by Ukrainian authorities, such as commercial entity registration fees, visa application fees, court litigation fees, arbitration fees, intellectual property official fees and licence filing fees.
(b)Notarisation and authentication fees: Local notarisation and Hague apostille in Ukraine; Sino-Ukrainian consular authentication shall be settled according to official standards based on actual circumstances.
(c)Professional translation fees: Chinese-Ukrainian-English mutual translation of legal documents and simultaneous interpretation services for court hearings, settled on a per-time / per-word basis in accordance with Ukrainian industry standards.
(d)Expert service fees: Fees for judicial appraisal, industry expert consulting and third-party due diligence institutions, settled based on actual expenditure.
(e)Field travel expenses: Transportation, accommodation and fieldwork allowances for case handling within and outside the country, reimbursed against valid vouchers.
(f)Financial handling fees: Bank fees incurred from cross-border transfers and currency exchange shall be borne by the entrusting party.
(g)Other third-party fees: Fees for professional institutions such as auditing, valuation and compliance testing, settled based on actual entrustment expenditure.

All fee standards specified in this document are the official benchmark reference prices for 2026 and do not constitute a final offer for services. The final fee amount for all legal services shall be subject to the written engagement contract signed by both parties, based on the specific needs of the client, the actual situation of the case, the scope of services and the complexity of the project.
