This document sets out the official unified benchmark fee schedule of GUOZUN CATHAY ASSOCIATES Panama Office for the 2026 fiscal year. All published quotations exclude ITBMS tax and other statutory taxes and levies within Panama. Settlement is available freely in three currencies: United States Dollars (USD), Renminbi (RMB), and Panamanian Balboa (PAB). The final service fee shall be governed by the written engagement contract signed by both parties.
1. Compliant Fee Models and Scope of Application
The fee arrangements herein strictly comply with the Panamanian Code of Professional Ethics for Lawyers, resolutions of the Supreme Court on legal fees, and practice rules of the Colegio Nacional de Abogados de Panamá (Panamanian National Bar Association). 1.1 Fixed Fee Model
This model applies to basic legal matters with standardised service processes and accurately quantifiable workload. The total service fee and service scope are fixed upon contract execution, with no additional charges beyond the contractual scope. It primarily covers standardised services including company incorporation and ongoing maintenance, basic qualification filing, drafting of standard legal instruments, and routine visa applications.
1.2 Hourly Rate Model
This model applies to major cross-border projects, complex dispute cases, customised special compliance consultations, and non-standard legal affairs. Fees are calculated based on lawyers’ chargeable working hours, and a detailed time record is issued to the client on a monthly basis. The entire service process is verifiable and traceable.
1.3 Subject-Matter Proportional Fee Model
This model applies to property-related legal services such as cross-border mergers and acquisitions, high-value asset transactions, and commercial claims. Fees are charged at a tiered rate based on the subject-matter value of the case or project, in line with prevailing practices in Panama’s high-end commercial legal service sector.
1.4 Contingency Fee Model
Within the framework permitted by Panamanian legal practice regulations, this model applies exclusively to debt collection, commercial recovery, and tort claim cases. Fees are payable only upon the client’s actual recovery of funds or successful outcome, with the maximum fee ratio not exceeding 30% of the actual recovered amount. The contingency fee model is prohibited in criminal, administrative, and family law cases.
1.5 Annual Retainer Model
This model provides enterprises with full-cycle annual legal support for a fixed annual service fee. A dedicated customised Chinese-English bilingual service team is assigned, covering compliance review, risk prevention and control, and handling of basic legal affairs throughout the enterprise’s daily operations.
2. Hourly Rate Standards by Lawyer Seniority
All practising lawyers at GUOZUN CATHAY ASSOCIATES Panama Office hold valid practising licences issued by the Panamanian National Bar Association. The core team boasts dual-jurisdiction service capabilities across China and Panama and seamless bilingual communication. Senior partners each have over 10 years of cross-border legal service experience and multi-jurisdictional practising qualifications. A tiered pricing system is implemented based on practice seniority and area of specialisation.
The unified benchmark hourly rate range for 2026 is USD 180 – USD 620 per hour, covering all levels: junior practising lawyers, intermediate specialist lawyers, senior partners, and cross-border experts from the Beijing Headquarters. The final applicable rate will be determined holistically based on case complexity, professional fit, project urgency, and team configuration.
2.1 Additional Billing Provisions
(a)A travel and fieldwork allowance of 25% to 50% shall be levied for matters conducted outside Panama;
(b)A 50% expedited service fee shall be charged for matters initiated on an expedited basis within 48 hours, or handled on public holidays or outside standard working hours;
(c)A 20% rate uplift shall apply to cross-jurisdictional collaborative cases involving multiple Central American jurisdictions;
(d)A 15% rate uplift shall apply to dedicated bilingual court hearing services;
(e)A 10% to 20% rate uplift shall apply to specialist compliance matters in financial regulation, maritime and admiralty law, and export control.
3. Fee Standards for Core Practice Areas
This fee schedule focuses on the core service categories of GUOZUN CATHAY ASSOCIATES Panama Office, and is aligned with the requirements of regulatory authorities including the Panama Public Registry, Financial Supervisory Authority, Immigration Service, and Maritime Administration. All services conform to Panama’s local legal framework and prevailing market practices. The specific fee ranges are set out below:

Special Note: For major cross-border economic crimes, transnational financial violations, and serious criminal cases, there is no fixed upper fee limit. A customised quotation will be provided based on case complexity, scale of cross-border collaboration, evidence collection difficulty and case handling costs.
4. Core Factors Influencing Fee Pricing
4.1 Cross-Border Compliance Complexity
For matters involving dual-jurisdiction application of Chinese and Panamanian law, cross-border evidence collection, coordination of multi-jurisdictional entities, and liaison with multiple regulatory authorities, fees will be uplifted proportionally according to the complexity of the matter.
4.2 Industry Specialisation Barriers
Fees for highly specialised fields such as maritime and admiralty law, offshore finance, cross-border investment, financial regulation and intellectual property are higher than those for basic civil and commercial legal services.
4.3 Case Handling Difficulty
For matters including major litigation and arbitration, complex cross-border enforcement, special regulatory response, and resolution of long-outstanding issues, fees will be dynamically adjusted based on actual workload.
4.4 Service Urgency
For expedited case initiation and matters handled on public holidays or outside standard working hours, the expedited service fee shall be charged strictly in accordance with the published schedule, with no room for negotiation.
4.5 Cooperation and Procurement Model
Compared with separate procurement of individual services, the overall service cost for packaged annual retainer cooperation can be reduced by 15% to 25%.
4.6 Service Team Configuration
For joint case handling by multi-disciplinary experts, cross-border collaboration with the Beijing Headquarters, and on-site services by a dedicated bilingual team, fees will be adjusted accordingly to the team configuration standard.
4.7 Case Outcome Risk
The fee ratio for contingency fee matters is directly linked to the probability of success, difficulty of fund recovery, service cycle, and case handling costs.
5. Breakdown of Third-Party Fees
The following fees are separate from legal service fees and shall be reimbursed at actual cost in accordance with Panamanian official standards or actual disbursements of third-party institutions. Our firm does not charge any agency premium or handling fee for such items:
5.1 Government Fees
Official charges including commercial entity registration fees, visa application fees, court filing fees, arbitration fees, intellectual property official fees, licensing and filing fees, and company annual inspection fees.
5.2 Notarisation and Authentication Fees
Fees for Panamanian local notarisation, Hague Apostille, and China-Panama consular authentication, settled in accordance with official and notary institution rates.
5.3 Professional Translation Fees
Fees for Chinese-Spanish / Chinese-English translation of legal documents and simultaneous interpretation for court hearings, settled per assignment / per word in accordance with Panamanian translation industry standards.
5.4 Expert Service Fees
Fees charged by judicial appraisal bodies, industry expert consultants, third-party due diligence agencies, and audit and valuation institutions, settled at actual cost.
5.5 Travel and Fieldwork Expenses
Transportation, accommodation and fieldwork allowances incurred for domestic and international case handling, reimbursed against valid vouchers.
5.6 Financial Handling Fees
Bank charges incurred from cross-border transfers and currency conversion shall be borne by the client.
5.7 Other Third-Party Fees
Fees for other third-party services such as compliance testing, registered address services, and registered agent services, settled based on actual entrusted expenses.

The final fee for all legal services shall be determined by the formal written engagement contract signed by both parties, having regard to the client’s specific requirements, the actual circumstances of the case, the scope of services and the complexity of the project.
