This document sets out the official unified fee schedule of GUOZUN CATHAY ASSOCIATES Canadian Office for 2026. All quoted prices exclude Canadian Goods and Services Tax / Harmonized Sales Tax (GST/HST; the current federal base rate is 5%, with comprehensive provincial rates ranging from 5% to 15%). Settlement is available in three currencies: Canadian Dollars (CAD), Renminbi (CNY) and US Dollars (USD).
1. Compliant Fee Models of GUOZUN CATHAY ASSOCIATES Canadian Office
All practice activities of the office strictly abide by the Lawyers Act at federal and provincial levels in Canada, as well as the practice regulations and fee guidelines of provincial law societies. Taking into account the cross-border service habits of Chinese-funded enterprises, the office has customised six standardised fee models, fully compliant with Canadian judicial supervision and international commercial service standards:
1.1 Fixed Fee Basis
Applicable to basic legal services with standardised processes and accurately quantifiable workload. The total price is locked upon signing the retainer, with no subsequent additional charges. It covers matters such as establishment of commercial entities, basic compliance filings, standard document processing, and standardised agency services for visa applications.
1.2 Hourly Rate Basis
Applicable to major cross-border projects, complex dispute cases, and customised compliance consultancy. Fees are charged based on the effective working hours of lawyers, with detailed monthly time sheets provided for full auditability and traceability.
1.3 Percentage of Subject Matter Basis
Applicable to property-related matters such as cross-border mergers and acquisitions, asset transactions, and large commercial claims. Fees are charged on a tiered basis according to the value of the subject matter, in line with the industry practice of high-end commercial legal services in Canada.
1.4 Contingency Fee Basis
Within the framework of provincial lawyers’ practice regulations in Canada, this is only applicable to debt collection, commercial recovery, and tort claim cases. Fees are conditional on recovery of funds / success in litigation, with the fee ratio not exceeding 30% of the actual amount recovered (in line with the upper limit requirements of provincial practice regulations).
1.5 Annual Retainer Basis
Provides enterprises with annual full-scope legal support, charging a fixed annual service fee. A dedicated bilingual (Chinese-English) team is assigned, with priority response within 48 hours, covering full-dimensional compliance and risk prevention and control for daily enterprise operations.
1.6 Phased Fee Basis
Applicable to complex cross-border projects with long cycles and multiple stages, as well as full-process immigration and status planning services. Fees are split according to service milestone nodes, with corresponding stage fees charged upon completion of the relevant node, ensuring clear and controllable rights and obligations.

All practising lawyers at GUOZUN CATHAY ASSOCIATES Canadian Office hold valid practising certificates issued by provincial law societies across Canada. The core team is proficient in the application of laws across both Chinese and Canadian jurisdictions, and delivers seamless bilingual services. Senior partners hold multi-jurisdictional practice qualifications in North America, with deep expertise in core practice areas including cross-border investment, international commercial affairs, compliance and regulation, and immigration and status planning. A tiered pricing system is in place.
2.1 Unified Hourly Rate Range for 2026
The 2026 unified hourly rate ranges from CAD 220 to CAD 720 per hour, covering all levels of personnel: junior practising lawyers, intermediate specialist lawyers, senior partners, and cross-border experts from the Beijing headquarters. The final applicable rate is determined based on case complexity, professional suitability, project urgency, team configuration, and the judicial environment of the governing province.
2.2 Additional Billing Rules
Cross-provincial case handling within Canada: a surcharge of 15%–30% for travel and fieldwork allowances
Case handling outside Canada: a surcharge of 30%–60% for travel and fieldwork allowances
48-hour urgent response and case handling on public holidays: a 50% urgent service surcharge
North American cross-border multi-jurisdictional collaborative cases: 20% rate uplift
Exclusive bilingual court hearing services: 15% rate uplift
Special compliance cases involving financial regulation and national security review: 10%–25% rate uplift

Special Note: For major criminal cases and cross-border collaborative criminal defence cases, there is no fixed upper limit for fees. Quotations are customised based on case complexity, defence difficulty, case handling cycle, and scale of cross-border collaboration.
4. Key Factors Affecting Legal Fees
4.1 Complexity of cross-border compliance: Cases involving the application of both Chinese and Canadian jurisdictions, cross-border evidence collection, collaboration of multi-national entities, and multi-provincial judicial jurisdiction shall be subject to fee uplift according to the level of difficulty.
4.2 Differences in territorial jurisdiction: There are differences in the legal systems, judicial procedures and practice norms between the federal level and provinces in Canada. Fees for cross-provincial case handling and multi-provincial collaborative cases shall be adjusted according to actual circumstances.
4.3 Industry professional barriers: Fees for highly specialised fields such as financial regulation, foreign investment security review, energy and mining, and cross-border taxation are higher than those for basic civil and commercial legal services.
4.4 Difficulty of case handling: Fees for major litigation and arbitration, difficult cross-border enforcement, special regulatory response, and criminal defence matters are dynamically adjusted according to case difficulty.
4.5 Urgency of service: Urgent commencement and case handling on holidays shall be subject to urgent service surcharges strictly in accordance with the standards, with no room for negotiation.
4.6 Cooperation and procurement model: Compared with single-service procurement, the comprehensive cost of annual retainer package cooperation is reduced by 15%–25%.
4.7 Service team configuration: Fees are adjusted accordingly for cases handled jointly by multiple experts, with headquarters cross-border collaboration, and with dedicated bilingual team services.
4.8 Case performance risk: The fee ratio for contingency fee services is directly linked to the probability of winning the case, difficulty of fund recovery, and service cycle.
5. Additional Third-Party Fees to Be Budgeted
The following fees are independent of legal service fees, and are reimbursed at actual cost in accordance with official Canadian standards or actual expenditure. Our firm does not charge any agency premium.
5.1 Government fees: Commercial entity registration fees, visa application fees, court litigation fees, arbitration fees, intellectual property official fees, licence filing fees, immigration application official fees, etc.
5.2 Notarisation and authentication fees: Local Canadian notarisation and apostille authentication; Sino-Canadian consular authentication shall be settled according to official standards based on actual circumstances.
5.3 Professional translation fees: Chinese-English translation of legal documents and simultaneous interpretation for court hearings, settled on a per-time / per-word basis in accordance with Canadian industry standards.
5.4 Expert service fees: Fees for judicial appraisal, industry expert consultation, and third-party due diligence institutions, settled at actual expenditure.
5.5 Field travel expenses: Transportation, accommodation and fieldwork allowances for cross-provincial case handling within Canada and overseas case handling, reimbursed at actual cost with valid vouchers.
5.6 Financial handling fees: Bank fees arising from cross-border transfer and currency exchange shall be borne by the entrusting party.
5.7 Other third-party fees: Fees for professional institutions such as auditing, evaluation, compliance testing and tax agency, settled according to actual entrusted expenditure.

The final fee amount for all legal services shall be subject to the written retainer agreement, based on the client’s specific needs, actual circumstances of the case, scope of services, governing province and project complexity.
