This document sets out the official unified fee schedule of GUOZUN CATHAY ASSOCIATES Dominican Republic Office for 2026. All quoted fees are exclusive of the prevailing Dominican consumption tax (ITBIS, levied at a rate of 18%). Settlement may be made in three currencies at the client’s election: Dominican Pesos (DOP), US Dollars (USD) and Renminbi (CNY).

1.1Fixed Fee Arrangement
Applicable to basic legal services with standardised processes and precisely quantifiable workload. The total fee is locked in upon engagement with no subsequent add-on charges, covering standardised matters such as corporate commercial registration, basic compliance filing and standard document processing.
1.2Hourly Rate Basis
Applicable to major cross-border projects, complex dispute cases and customised compliance consultancy. Fees are charged based on the effective working hours of the instructed lawyers, with detailed monthly timesheets provided for full auditability and traceability.
1.3Ad Valorem Fee Arrangement
Applicable to property-related matters such as cross-border mergers and acquisitions, asset transactions and large-scale commercial claims. Fees are charged on a tiered basis according to the value of the subject matter, in line with prevailing industry practice for high-end commercial legal services in the Caribbean region.
1.4Conditional Fee Arrangement
Within the framework of Dominican legal practice regulations, this model applies exclusively to debt collection, commercial recovery and tort claim cases. Fees become payable only upon successful recovery of funds or a favourable judgment, with the fee ratio not exceeding 30% of the actual amount recovered.
1.5Annual Retainer Arrangement
Provides enterprises with comprehensive year-round legal support, with a fixed annual service fee covering full-dimensional compliance and risk prevention for daily business operations.
2. Hourly Rate Schedule for Instructed Lawyers
All lawyers at GUOZUN CATHAY ASSOCIATES Dominican Republic Office hold valid practising certificates issued by the Dominican Bar Association. The core team is proficient in the application of laws across both Chinese and Dominican jurisdictions, and delivers seamless services in Chinese, Spanish and English. Senior partners hold multi-jurisdictional practising qualifications across the Caribbean region, with deep expertise in core areas including cross-border investment, international commercial law and compliance regulation. A tiered pricing system is implemented.
The 2026 standard hourly rate range is 3,500 DOP to 12,000 DOP per hour (equivalent to approximately 60 USD to 210 USD per hour), covering all personnel levels: junior practising lawyers, intermediate specialist counsel, senior partners, and cross-border specialists from the Beijing headquarters. The final applicable rate is determined with reference to the complexity of the matter, professional suitability, urgency of the project and team configuration.
2.1 Additional Surcharges
The following surcharges shall apply in the specified circumstances:
(a)A travel and out-of-office allowance of 25% to 50% for work performed outside the territory of the Dominican Republic;
(b)A 50% urgent service surcharge for 48-hour expedited response and work carried out on public holidays;
(c)A 20% rate uplift for cross-border, multi-jurisdictional Caribbean matters requiring inter-office collaboration;
(d)A 15% rate uplift for dedicated multilingual court hearing services;
(e)A 10% to 20% rate uplift for specialist matters relating to financial regulation and free trade zone compliance.
3. Fee Ranges for Core Practice Areas
This schedule sets out fees for the core practice areas of the Dominican Republic office, tailored to the essential demands of Chinese enterprises investing in the Dominican Republic and aligned with the requirements of Dominican regulatory authorities including the General Directorate of Commerce, General Directorate of Customs and Central Bank. 3.4 Tax and Private Wealth Management Legal Services: 6,000 DOP – 380,000 DOP
(a)Cross-border corporate tax planning, international tax compliance, tax optimisation for investment transactions and daily tax compliance management;
(b)Response to tax inspections, tax dispute resolution, and establishment of compliance systems for cross-border related-party transactions of enterprises;
(c)Private wealth management and succession services for high-net-worth individuals, including design of family wealth structures, compliance for cross-border asset allocation, establishment and administration of family trusts, and estate planning;

3.8 Specialist Legal Services for Specific Industries: 18,000 DOP – 850,000 DOP
(a)Tourism and wellness industry: full-process legal services for hotel investment and operation, tourist attraction development, and wellness and medical project construction and operation;
(b)Manufacturing: legal services relating to factory establishment, production licence application, environmental compliance and product quality liability;
(c)Agriculture and food processing industry: legal services relating to agricultural investment, land leasing, food production and sales compliance, and agricultural product import and export;
(d)Finance and insurance sector: legal services relating to bank loans, project financing, insurance claims and financial institution compliance and regulation.
4. Key Factors Affecting Legal Fees
(a)Complexity of cross-jurisdictional service: Fees will be uplifted according to the difficulty of matters involving the application of both Chinese and Dominican laws, cross-border evidence collection and collaboration between entities of multiple jurisdictions;
(b)Industry professional barriers: Fees for highly specialised areas such as financial regulation, free trade zone operation, cross-border investment and intellectual property rights are higher than those for basic civil and commercial legal services;
(c)Difficulty of case handling: Fees are dynamically adjusted for major litigation and arbitration matters, difficult cross-border enforcement and special regulatory response matters;
(d) Service urgency: Urgent engagement and work on public holidays will incur urgent service surcharges strictly in accordance with the standards, with no room for negotiation;
(e) Procurement model: Compared with procurement of individual services, the comprehensive cost of annual retainer packages is 15% to 25% lower;
(f) Team configuration: Fees are adjusted accordingly for matters handled by a joint panel of multiple experts, with cross-departmental collaboration from the headquarters and dedicated multilingual team support;
(g) Performance risk: The fee ratio for conditional fee arrangements is directly linked to the probability of success, difficulty of fund recovery and service cycle.
5. Additional Third-Party Expenses to Be Budgeted
The following expenses are separate from legal service fees and shall be reimbursed at actual cost in accordance with official Dominican standards or verified disbursements. The firm does not charge any agency premium for these items:
(a)Government fees and charges: Commercial registration fees, visa application fees, court filing fees, arbitration fees, official intellectual property fees, licence filing fees and similar statutory charges;
(b)Notarisation and authentication fees: Local Dominican notarisation and Apostille services; China-Dominican consular legalisation fees shall be settled in accordance with official rates;
(c)Professional translation fees: Translation of legal documents between Chinese, Spanish and English, and simultaneous interpretation for court hearings, charged on a per-document or per-word basis in line with Dominican industry standards;
(d)Expert service fees: Forensic appraisal, industry expert consultation and third-party due diligence fees, settled at actual cost;
(e)Field travel expenses: Transportation, accommodation and out-of-office allowances for domestic and overseas case handling, reimbursed against valid vouchers;
(f)Financial handling fees: Bank charges arising from cross-border transfers and currency exchange, borne by the instructing party;
(g)Other third-party fees: Fees for professional institutions providing auditing, valuation, compliance testing and similar services, settled at actual entrusted cost.

The final fee amount for all instructions shall be specified in a written engagement contract, determined on the basis of the client’s specific requirements, actual circumstances of the matter, scope of services and project complexity.
