This document sets out the 2026 official unified fee schedule of GUOZUN CATHAY ASSOCIATES Bolivia Office. All quoted prices exclude the current Bolivian Value Added Tax (known locally as IVA, levied at 13%). Settlement is available in three currencies: the Bolivian Boliviano (BOB), US Dollar (USD) and Renminbi (CNY), with the final settlement exchange rate determined by the real-time bank exchange rate on the date the service is rendered.
1. Legitimate Fee Structures of the Bolivia Office
All fee-charging activities of this office strictly comply with Bolivia’s Law on Lawyers and the practice regulations and fee guidelines of the Bolivian Bar Council. Taking into account the cross-border legal service practices of Chinese-funded enterprises, five standardised fee models have been formulated, fully aligned with Bolivian judicial regulatory requirements and international commercial legal service industry standards.
1.1Fixed Fee Arrangement
Applicable to basic legal services with standardised processes and accurately quantifiable workload. The total service fee is locked upon execution of the retainer agreement, with no hidden additional charges. This covers standardised matters such as the establishment of commercial entities, basic compliance filings, drafting and processing of standard legal documents, and basic intellectual property registration.
1.2Hourly Rate Billing Arrangement
Applicable to major cross-border investment projects, complex dispute cases, customised specialist compliance consulting, and dedicated mining and energy project services. Fees are calculated based on the chargeable working hours of the instructed solicitors. Detailed and auditable timesheets are issued monthly for full transparency and verification.
1.3Percentage of Subject Matter Value Arrangement
Applicable to property-focused legal matters including cross-border mergers and acquisitions, asset transactions, high-value commercial claims and mining project transactions. Fees are charged on a tiered basis according to the subject matter value of the case or project, consistent with prevailing practice for high-end commercial legal services in Bolivia.
1.4Conditional Fee Arrangement (Risk-Based Retainer)
Permitted only within the framework of Bolivian solicitor practice regulations, and applicable exclusively to debt recovery, commercial indemnity claims, tort claims and contract breach damages cases. Fees become payable only upon actual recovery of funds or a successful litigation outcome, with the fee cap set at 30% of the total recovered amount.
1.5Annual Legal Advisory Retainer Arrangement
Provides year-round comprehensive legal support for corporate clients, with a fixed annual service fee covering full-scope compliance review, risk mitigation and legal advisory support for the day-to-day operations of enterprises in Bolivia.
2. Hourly Rate Schedule for Legal Practitioners
All practising solicitors of GUOZUN CATHAY ASSOCIATES Bolivia Office hold valid practising certificates issued by the Bolivian Bar Council. The core team is proficient in the application of laws across both Chinese and Bolivian jurisdictions, and delivers seamless bilingual (Chinese–Spanish) services. Senior partners hold practising qualifications across multiple South American jurisdictions, with deep expertise in core practice areas including cross-border investment, energy and mining, international commerce, and compliance regulation. A tiered pricing system is in operation.
2.1 2026 Standard Hourly Rate Range
The unified 2026 hourly rate band is USD 180 – USD 580 per hour, covering all fee earners from junior practising solicitors, mid-level specialist solicitors, senior partners, to cross-border specialists based at the Beijing headquarters. The final applicable rate will be determined holistically, taking into account the complexity of the case or project, alignment of specialist expertise, urgency of instruction, and scale of the team deployed.
2.2 Additional Billing Provisions
(a)A travel and fieldwork surcharge of 25%–50% applies to work conducted outside Bolivian territory;
(b)A 50% priority service surcharge applies to instructions requiring 48-hour urgent response, or work carried out on public holidays or outside standard working hours;
(c)A 20% rate uplift applies to multi-jurisdictional collaborative matters spanning multiple South American jurisdictions;
(d)A 15% rate uplift applies to dedicated bilingual (Chinese–Spanish / Chinese–English) court hearing representation;
(e)A 10%–25% rate uplift applies to specialist compliance mandates in the mining, energy and financial regulation sectors;
(f)For cross-border criminal compliance and economic crime defence matters, the applicable rate uplift will be assessed on a case-by-case basis according to complexity.

4. Key Factors Determining Legal Fees
(a)Cross-border compliance complexity: Matters involving dual-jurisdiction legal application, cross-border evidence gathering, multi-party coordination and liaison with multiple regulators will attract fee uplifts commensurate with complexity;
(b)Sectoral expertise threshold: Fees for highly specialised sectors such as lithium and energy, cross-border M&A, financial regulation and infrastructure are higher than for general civil and commercial legal services;
(c)Case handling difficulty: Fees for major litigation and arbitration, complex cross-border enforcement, dedicated regulatory response and cross-border criminal defence are adjusted dynamically based on actual operational difficulty;
(d)Service urgency: Urgently commenced projects, and work delivered outside standard hours or on public holidays, are subject to the mandatory priority service surcharge with no scope for negotiation;
(e)Engagement model: Compared with ad-hoc single-service instructions, bundled annual retainer engagements can reduce overall service costs by 15%–25%;
(f)Team configuration: Matters handled by multi-disciplinary expert teams, with Beijing headquarters cross-border support, or with dedicated bilingual on-site teams, are priced accordingly to reflect team resourcing;
(g)Matter risk profile: Fee ratios under conditional fee arrangements are directly linked to prospects of success, recovery difficulty, service timeline and enforcement risk.
5. Additional Third-Party Costs to Budget For
The following costs are separate from legal service fees, and are reimbursed at actual cost in line with official Bolivian fee scales or verified disbursements. The firm does not apply any handling premium to these items.
(a)Official government fees: Commercial entity registration fees, visa application fees, court filing fees, arbitration fees, intellectual property official fees, industry licensing and recordal fees, mining right levies and related charges;
(b)Notarisation and legalisation fees: Local Bolivian notarisation and Apostille certification; China–Bolivia consular legalisation is charged at official rates;
(c)Professional translation fees: Translation of legal documents (Chinese–Spanish / Chinese–English) and court simultaneous interpretation, charged per page/word in line with Bolivian industry standards;
(d)Expert service fees: Judicial appraisal, mineral right valuation, industry expert consultation and third-party due diligence fees, settled at actual cost;
(e)Travel and disbursements: Transport, accommodation and field allowances for domestic and international work, reimbursed against valid receipts;
(f)Financial charges: Bank fees arising from cross-border transfers and currency conversion are borne by the instructing party;
(g)Other third-party costs: Fees for professional services including audit, valuation, environmental testing and compliance due diligence, settled per actual engagement.

All fee standards contained in this document constitute official benchmark reference rates for 2026 and do not form a binding contractual offer. The final fee for all legal services shall be governed by the written retainer agreement executed by both parties, determined with reference to the client’s specific requirements, the facts of the case or project, the scope of services and the level of complexity involved.
