All quoted fees are exclusive of the prevailing Value Added Tax (VAT) in Ghana. Settlement is available freely in three currencies: United States Dollars (USD), Ghanaian Cedis (GHS) and Renminbi (CNY). The standards are formulated in strict compliance with the Ghana Legal Profession Act and the practice rules and fee guidelines of the Ghana Bar Association.
1. Basis for Fee Standards and Compliant Billing Models

Five standardised billing models are provided, which can be flexibly adapted according to service scenarios and engagement requirements, with no hidden fees or non-compliant pricing.
1.1 Fixed Lump Sum Billing
This model applies only to basic legal services with standardised processes and workloads that can be accurately calculated in advance. The total service fee is locked in at the time of engagement on a one-off basis, and no additional charges will apply unless the client proactively changes the scope of services. It primarily covers fixed-process matters such as enterprise entity incorporation and establishment, basic compliance filings, drafting of standard legal documents, and handling of routine qualification and licensing applications.
1.2 Effective Hourly Billing
This model applies to non-standardised services such as major cross-border investment projects, complex commercial dispute cases, customised special compliance consulting, and full-process legal due diligence. Fees are calculated based on the actual effective working hours of the lawyers. Detailed hourly statements are issued monthly during the service period, and the entire service process is verifiable and traceable.
1.3 Staggered Ad Valorem Billing by Subject Matter Value
This model applies to property-related legal services such as cross-border mergers and acquisitions, asset transactions, large-scale commercial claims, and mining right transfers. Fees are charged at staggered proportional rates based on the value of the subject matter of the engagement. The charging rates are linked to industry practice, case difficulty and service duration, fully consistent with the pricing rules for high-end commercial legal services in Ghana.
1.4 Success/Recovery Contingency Fee Billing
Within the framework permitted by the Ghana Bar Association’s practice rules, this model applies only to cases such as cross-border debt collection, commercial arrears recovery and infringement claims. Fees are charged conditional on the client’s actual recovery or successful outcome of the case. The maximum charging rate shall not exceed 30% of the actual amount recovered, and the specific rate shall be adjusted in line with the probability of success of the case, difficulty of recovery, and evidence collection costs.
1.5 Annual Retainer Package for Corporate Legal Counsel
This model provides enterprises with year-round full-dimensional legal support and supporting services, charging a fixed service fee on an annual basis. A dedicated bilingual (Chinese-English) service team is assigned, with a commitment to prioritise response to engagement requests within 48 hours. Services cover all scenarios including daily operational compliance, risk prevention and control, document review, and legal consultation for enterprises, which can effectively reduce the comprehensive cost of procuring individual services for enterprises.
2. Tiered Hourly Rate Standards for Legal Practitioners
All practising lawyers at the Ghana Office of Guozun Cathay Associates hold valid practising certificates issued by the Ghana Bar Association. The core team is proficient in the application rules of both Chinese and Ghanaian law, and is capable of seamless bilingual service in Chinese and English. Senior partners hold multi-jurisdictional practising qualifications across multiple West African countries, with deep expertise in core West African sectors including cross-border investment, mining compliance, infrastructure engineering and cross-border trade. A strict tiered pricing system is implemented.
For 2026, the benchmark range of hourly rates for all tiers of lawyers is USD 180 – USD 580 per hour, covering all levels of personnel: junior practising lawyers, intermediate specialist lawyers, senior partners, and cross-border experts from the Beijing Head Office. The final applicable rate will be determined comprehensively based on factors including the complexity of the engagement, the professional suitability of the lawyer, the urgency of the project, and the configuration of the service team.
2.1 Additional Billing Rules for Special Scenarios
1.For handling cases outside Ghana (including neighbouring West African countries and within China), a travel and field allowance of 25% – 50% shall be added based on travel distance and fieldwork duration.
2.A 50% urgent service surcharge shall apply uniformly to services that require urgent commencement within 48 hours, or services provided on statutory public holidays.
3.For cases involving collaboration across multiple jurisdictions in multiple West African countries, the base rate shall be increased by 20%.
4.For exclusive language services such as bilingual court hearings and dedicated simultaneous interpretation, the base rate shall be increased by 15%.
5.For high-barrier special compliance cases in sectors such as mining and oil & gas, infrastructure engineering, and financial regulation, the base rate shall be increased by 10% – 20% based on professional difficulty.

4. Core Factors Affecting Service Fees
1.Cross-border compliance and case complexity: For engagements involving the application of dual Chinese and Ghanaian jurisdictions, cross-border evidence collection, collaboration of multi-national entities in West Africa, and application of difficult legal issues, fees shall be increased based on actual difficulty.
2.Industry professional barrier level: Fees for sectors with high professional barriers such as mining and oil & gas, infrastructure engineering, cross-border finance and digital economy are higher than those for basic civil and commercial legal services.
3.Service urgency and time requirements: For engagements requiring urgent commencement, compressed service cycles, or services provided on holidays, urgent service surcharges shall be strictly applied in accordance with the standards, with no room for negotiation.
4.Geographic scope of services: Where the scope of services extends beyond the entire territory of Ghana to cover neighbouring West African countries such as Côte d’Ivoire, Togo and Benin, relevant fees shall be increased based on geographic span and fieldwork costs.
5.Service team and resource allocation: For engagements handled by a joint team of multi-disciplinary experts, with cross-border collaboration from the Beijing Head Office, and served by a dedicated bilingual team throughout the process, fees shall be adjusted in line with the configuration.
6.Cooperative procurement model: For clients who choose the annual legal counsel package, the comprehensive service cost can be reduced by 15% – 25% compared with individual service procurement.
7.Case performance risk level: The charging rate for contingency fee cases is directly linked to the probability of success of the case, difficulty of recovery, service duration and enforcement risk.
5. Notes on Third-Party Costs
The following costs do not fall within the scope of legal service fees, and shall be reimbursed at actual cost in accordance with official Ghanaian standards or actual amounts incurred. Guozun Cathay Associates does not charge any agency premium or intermediary fee for these items:
1.Official government fees: including enterprise commercial registration fees, visa application fees, court litigation fees, arbitration fees, intellectual property official fees, licensing and filing fees, and official fees related to mining rights.
2.Notarisation and authentication related fees: including fees for local Ghanaian notarisation, Hague Apostille, and China-Ghana consular authentication, settled in accordance with official standards.
3.Professional translation fees: including fees for Chinese-English mutual translation of legal documents, court simultaneous interpretation and other services, settled per page / per word in accordance with local Ghanaian industry standards.
4.Third-party professional service fees: including fees incurred by judicial appraisal, mining right evaluation, industry expert consulting, third-party due diligence institutions, audit institutions and other parties, settled at actual expenditure.
5.Fieldwork and travel related expenses: including transportation, accommodation and field allowance incurred by handling cases within and outside the country, reimbursed against valid vouchers.
6.Financial related handling fees: including bank handling fees incurred by cross-border transfer and currency exchange, borne by the client.
7.Other actual third-party costs: including third-party costs incurred by supporting services such as customs clearance agency, warehousing and logistics docking, and compliance testing, settled according to actual engagement expenditure.

The fee standards set out in this document are the official benchmark reference prices for the Ghana Office of Guozun Cathay Associates for the 2026 financial year, and do not constitute any form of service offer. The final amount of fees for all legal services shall be subject to the formal written engagement contract signed by both parties, based on the client’s specific engagement requirements, actual case circumstances, scope of services and project complexity.
