Recently, the “Legal Tech: Shaping the Future with Intelligence” Forum on Foreign-Related Legal Technology, hosted by Guozun Cathay Associates, was successfully held at the Beijing HNA Marriott Hotel. The forum was organized in response to the national strategy of strengthening foreign-related rule of law. Against the backdrop of the AI era, and centered on the theme of empowering global expansion and safeguarding international business through legal intelligence, the event was designed as a high-level platform integrating forward-looking insight, strategic initiatives, cross-sector collaboration, and ecosystem development. Bringing together distinguished guests from the legal, technology, government, and business sectors, as well as diplomats stationed in China, the forum focused on innovative pathways for building foreign-related legal services in the age of artificial intelligence, jointly outlining a new vision for AI-enabled rule of law.

In his opening remarks, Sinisa Berjan, Ambassador of Bosnia and Herzegovina to China, expressed sincere appreciation to Guozun Cathay Associates for building such a high-level professional exchange platform and commended the firm’s exploration and practical achievements in the field of foreign-related legal services. He emphasized that, in an era of globalization and increasingly close cross-border collaboration, the rule of law serves as the cornerstone of international cooperation, while technology injects new momentum into cross-border coordination. He called on all countries to work together to deepen the integration of law and technology and jointly build a stable, transparent, and efficient cross-border legal ecosystem.

II. Academic Foresight: Talent Development Driving Cross-Disciplinary Integration
Chen Hangping, Vice Dean of Tsinghua University Law School, shared systematic insights into innovative practices and achievements in the cultivation of foreign-related legal talent in response to the demands of globalization. He noted that, in today’s environment of closer cross-border cooperation and deeper integration between law and technology, accelerating the development of interdisciplinary talent systems that combine legal expertise with technological capability is essential. Cultivating high-caliber foreign-related legal professionals with global vision, strong professional competence, and technological literacy is a necessary response to the evolving demands of global legal services.

III. Industry Practice: Technology-Driven Empowerment Across the Full Value Chain
In his keynote speech, Feng Yueping, Chairman of the Global Management Committee of Guozun Cathay Associates, outlined a new blueprint for the deep integration of law and technology from three dimensions: identifying opportunities, AI-driven empowerment, and digital infrastructure. His remarks demonstrated Guozun’s solid progress in the field of legal technology for foreign-related legal services. Feng Yueping stated that the development of foreign-related rule of law is a key pillar supporting China’s high-level opening-up, and that large AI models are bringing new momentum to the industry. On December 29, 2024, China’s first large AI model project dedicated to foreign-related rule of law was officially launched, with Guozun serving as one of the co-initiating parties and playing an active role in advancing the modernization of foreign-related legal services. In 2026, as part of its deep R&D efforts in this field, Guozun focused on legal scenarios related to Chinese enterprises going global and, in collaboration with a top domestic technical team, independently developed the DeepSail large AI model. A range of AI products serving foreign-related legal services is also under development. Guozun is committed to building a full-chain AI-driven foreign-related legal service system covering front-end client acquisition, mid-stage service delivery, back-end tracking, and end-to-end management. During the forum, Chairman Feng conducted a live demonstration of the DeepSail model, which received strong recognition and praise from the attending guests. Looking ahead, Guozun will continue to pursue a dual-driven strategy of technology and professional excellence, focusing on high-frequency legal pain points encountered by enterprises in global expansion and continuously iterating its systems. The firm will also open standardized AI tool interfaces to industry partners, providing technical empowerment and training support to help jointly build a more intelligent and collaborative ecosystem for foreign-related legal services.

IV. Strategic Launch: AI Driving the Transformation of Foreign-Related Rule of Law
Together with Ambassador Sinisa Berjan, Sun Guoying, Chen Hangping, Lin Jiazao, Chen Hao, and representatives from Zhejiang Yasha Group, Chairman Feng Yueping jointly launched the “Legal Tech AI Empowerment Initiative for Foreign-Related Rule of Law.” This launch marks a further step toward bringing together the strength of the industry and building an open, collaborative, intelligent, and forward-looking new ecosystem for foreign-related rule of law.

V. Cross-Border Collaboration: Official Launch of Directly Operated Legal Service Institutions in Taiwan, Hong Kong, and Macao
The forum also featured the official launch ceremony for legal service institutions in Taiwan, Hong Kong, and Macao, marking a milestone in Guozun’s strategy of "rooted in China, serving the world." Chairman Feng Yueping signed agreements and presented plaques to Zeng Guoyou, Director of the Management Committee of Taipei Guozun Cathay Associates, and Wang Pinghe, Managing Lawyer. He also presented a plaque to Guo Yingying, Chief Representative of the Hong Kong Office, and signed a strategic cooperation agreement with Macao Li Yaojian Law Firm, followed by an official plaque presentation. With a global perspective and a commitment to integrating international expertise, Guozun continues to expand in the field of cross-border legal services. This strategic move into Taiwan, Hong Kong, and Macao will help establish a high-level legal service network connecting the Guangdong-Hong Kong-Macao Greater Bay Area and both sides of the Taiwan Strait, actively promoting regional legal collaboration and supporting high-level opening-up.
