In order to thoroughly implement the national strategy of “comprehensively advancing law-based governance” and deepen the collaborative innovation mechanism between universities and enterprises. Recently, Feng Yueping, Chairman of the Global Management Committee of Guozun Cathay Associates, led a delegation to Renmin University of China and, on behalf of Guozun, signed a strategic cooperation agreement with the university. The two parties jointly established the “Renmin University of China–Guozun Fund for Foreign-Related Rule of Law.” The event was presided over by Du Huanfang, Party Secretary and Vice Dean of the Law School. Attendees included Zheng Xinye, Member of the Standing Committee of the Party Committee and Vice President of Renmin University of China; Zhao Xiao, Director of the Alumni Services and Resource Development Department and Secretary-General of the University Foundation; Yang Dong, Dean of the Law School and Deputy Party Secretary; and Wan Yong, Professor at the Law School and Vice Dean of the Institute of Foreign-Related Rule of Law, among others. This cooperation aims to combine first-class domestic platforms for foreign-related legal education and practice, promote the development of the foreign-related legal service system, strengthen the practical training of rule of law talent, and serve the needs of the Belt and Road Initiative and globalization. It marks a new stage in the two parties’ cooperation in the fields of industry-education integration and resource sharing.

The Signing Ceremony Was Full of Highlights, and the Leaders’ Remarks Jointly Outlined a Shared Vision
Zheng Xinye, Member of the Standing Committee of the Party Committee and Vice President of Renmin University of China, delivered a speech at the signing ceremony. First, on behalf of the university, he expressed sincere gratitude to Guozun Cathay Associates and highly praised the firm’s outstanding achievements and far-reaching influence in the field of foreign-related legal services. Zheng Xinye pointed out that, with the deepening development of globalization and the increasingly intense international competition, cultivating foreign-related rule of law talent with an international perspective and a good command of international rules has become an important part of the national strategy. The establishment of the foreign-related rule of law fund through this cooperation is not only a positive response to national policy, but also an important measure to promote the innovative development of legal education. He emphasized that Renmin University of China will make full use of this platform, integrate high-quality resources, innovate training models, deliver more high-quality foreign-related rule of law talent for the country, and contribute the strength of the rule of law to building a community with a shared future for mankind.

Witnessed by the guests present, Chairman Feng Yueping of Guozun Cathay Associates and Zhao Xiao, Director of the Alumni Services and Resource Development Department and Secretary-General of the University Foundation of Renmin University of China, formally signed the agreement. According to the agreement, the two parties established the Guozun Fund for Foreign-Related Rule of Law, and Guozun Cathay Associates will donate a total of RMB 5 million to Renmin University of China over a period of five years for foreign-related legal research and cooperation. This cooperation will focus on supporting the development of a training system for foreign-related rule of law talent by establishing a cooperation center for foreign-related rule of law, funding outstanding students for overseas study programs, international moot court competitions, and the development of practical courses in foreign-related law, with the aim of cultivating rule of law talent with a global vision and professional competence. The signing of the agreement marks the beginning of a new stage of in-depth cooperation between the two parties in the field of foreign-related rule of law education. In the future, through complementary advantages and resource sharing, they will jointly promote the coordinated development of legal theory research and innovation in legal practice, and explore new paths for cultivating foreign-related rule of law talent in the new era.

Afterward, on behalf of the university, Zheng Xinye presented a certificate to Chairman Feng Yueping in recognition of Guozun Cathay Associates’s outstanding contributions to supporting legal education and promoting the development of a law-based society. Chairman Feng Yueping stated thatGuozun Cathay Associates has always regarded social responsibility as a core development philosophy, and that this initiative is both an important practice of giving back to society and a positive action in support of the country’s foreign-related rule of law development. At the signing ceremony, Chairman Feng Yueping systematically elaborated on Guozun Cathay Associates’s globalization strategy and its plan for cultivating talent in foreign-related rule of law. He pointed out that, with Chinese enterprises accelerating their global expansion and the global governance system undergoing transformation, cultivating interdisciplinary rule of law talent with an international perspective has become an urgent task. Guozun Cathay Associates will give full play to its network advantages across 113 overseas offices around the world and, drawing on its many years of overseas service experience, work with Renmin University of China to build a leading platform for cultivating foreign-related rule of law talent.

In terms of talent cultivation, the two parties will innovate their cooperation model: by developing practical courses in foreign-related law and opening overseas practice bases, they will enable students to participate deeply in the practical operation of cross-border projects; relying on Guozun’s pioneering “Global Legal Call Center” platform, they will provide international case discussions and practical training; and they will focus on cultivating rule of law talent who are proficient in international rules and skilled in cross-cultural communication. This “theory + practice + internationalization” training model will effectively address the pain points of traditional legal education.
In terms of service capacity building, Guozun has already established a one-stop service system covering legal consultation, cross-border mergers and acquisitions, and crisis management. Through its practical experience in serving leading enterprises such as Tencent, Alibaba Pictures, and Boeing, Guozun has achieved a transformation and upgrade from a “compliance advisor” to a “strategic partner.” In the future, the two parties will integrate academic resources and practical experience, not only safeguarding Chinese enterprises in their global expansion, but also contributing Chinese wisdom to the development of global rule of law. This strategic cooperation marks a new stage in collaborative talent cultivation between universities and enterprises. As Guozun’s global service network continues to expand, it will provide a broader practical platform for cultivating foreign-related rule of law talent and help advance the internationalization of China’s legal services.
Rooted in Regional Economies and Serving the Broader National Strategy

Yang Dong stated that the Law School will fully leverage the fund and deepen cooperation in three key areas: first, jointly building a training base for foreign-related rule of law talent and creating a training system of “theory + practice + internationalization”; second, jointly carrying out major research projects to address the legal challenges faced by Chinese enterprises going global; third, building an international exchange platform to promote mutual learning between Chinese and foreign legal civilizations. He emphasized that the Law School will establish a regularized cooperation mechanism with Guozun Cathay Associates and jointly contribute to the development of China’s foreign-related rule of law.

The successful holding of this signing event marks that the cooperation between Guozun Cathay Associates and Renmin University of China has entered a new stage of development.
